The City of Goleta is requesting proposals from qualified firms interested in conducting a needs assessment of people living in their vehicles on the streets of the City of Goleta. Of greatest interest is an understanding of the reasons people are living in their vehicles and choosing to park on the street. Researchers will gain sufficient trust to ascertain people’s motivations, willingness to move out of their vehicles, choices that they have, and other essential needs. Researchers will also be asked to provide an estimate of the number of people living in vehicles on the streets and the types of circumstances people are living under. It is understood that not all people living in vehicles are homeless.Please see the attached RFP for the full scope of services requested.
