REQUEST FOR QUALIFICATIONS - BROKER SERVICES

The White County Board of Commissioners is seeking qualified broker services to act as a direct extension of its Human Resources Department for the administration, marketing, and management of the White County Employee Benefits Program. The selected broker will be responsible for critical deliverables including quarterly claims and insurance utilization analysis, weekly benefit deduction reporting, coordination of annual renewals, and the management of COBRA benefits. Additionally, the contractor must conduct monthly new-hire enrollments at the county office, participate in the annual wellness fair, provide a dedicated contact for employee claims, and supply an annual Employee Benefits Handbook along with a web-based platform for open enrollment. All services must be performed in compliance with HIPAA regulations, and the provider must hold a current Georgia Insurance Brokerage license. Interested firms must submit one original and four copies of their proposal in a sealed envelope by Friday, December 11, 2026, at 2:00 p.m. The proposal packet must include a variety of required documents, including a Vendor Information Form, Execution of Proposal Form, Proposer’s Certification and Non-Collusion Affidavit, and a Georgia Security and Immigration Compliance Act Affidavit. Evaluation will be based on the best interest of the County, considering the firm's ability to meet the scope of work, previous experience with similar organizations, the qualifications of key personnel, and a potential oral presentation worth 20 points. The contract is subject to the White County Purchasing Policy and anti-discrimination laws, with a projected commencement date of January 2, 2023.
