Request for Qualifications - Professional Engineering Services - Resilient Redevelopment

The Town of Hertford is seeking Letters of Interest and Statements of Qualifications from professional engineering firms to support the resilient redevelopment of town-owned facilities and infrastructure, with a primary focus on parks and public spaces. This qualifications-based procurement, conducted under NC General Statute 143-64.31, aims to establish one or more long-term master services agreements. Selected firms will be issued specific task orders for a full project lifecycle, including site assessments, conceptualization, design, permitting, procurement, construction administration, and closeout. Immediate priorities include the Missing Mill Park and the adjacent Community Center, with initial tasks focused on scoping and budgeting to support grant applications for 2027 and 2028. The scope of work requires adherence to ADA compliance, NRPA standards, and NC CAMA and NEPA regulations, with a preference for FEMA-standard stormwater and flood reduction modeling. Proposals are due by 4 p.m. on October 2, 2026, and must be submitted both digitally and in hard copy to Town Manager Doris Walton. Evaluation is based on credentials (35 percent), experience (35 percent), and capacity and project approach (30 percent). Submissions are limited to 20 pages of content, excluding resumes, and must include a cover letter, detailed team credentials, and proposed hourly rates, though rates will not influence the selection process.
