Request for Qualifications (RFQ) Comprehensive Land Use Plan Revisions / Unified Development Code Revisions / Economic Development Strategies

The City of Euless, Texas, is soliciting qualified professionals, firms, and teams to lead a comprehensive public planning process to revise its Comprehensive Land Use Plan and concurrently or subsequently update its Unified Development Code to align with state law and the adopted urban vision. The scope of work includes evaluating and revising land use designations, conducting corridor studies for SH-10, S. Industrial Blvd., and N. Main St., developing site-specific plans and economic development strategies based on those recommendations, and ensuring all outputs are grounded in thorough data analysis, existing condition reviews, and active citizen participation through public engagement sessions. The selected consultant must produce a final, professionally packaged physical and digital version of the updated Comprehensive Land Use Plan, to be adopted by the City Council no later than December 2027, with corresponding UDC revisions to be finalized no later than May 2028. Work is expected to begin in September 2026, following contract award, and the entire engagement must result in actionable implementation strategies that detail necessary resources and steps for execution. Responses must be submitted by 3:00 p.m. on Friday, June 19th, 2026, and include five physical copies sealed and labeled “Euless Comprehensive Land Use Plan” delivered to the City’s Planning & Engineering office, along with an electronic searchable PDF sent to designated city email addresses. Proposals must contain a cover letter introducing the team and linking their experience to Euless-specific needs, three professional references from other municipal planning departments, and a signed Conflict of Interest Questionnaire as required by Chapter 176 of the Texas Local Government Code, with violations carrying misdemeanor penalties. Evaluation will be based on four weighted factors: qualifications and prior experience (35%), demonstrated ability to achieve success in Euless (35%), references (20%), and the quality of the cover letter (10%). The Selection Team may conduct interviews, especially for firms located beyond a fifty-mile radius of Euless City Hall, and will recommend award to City Council based on proposals, interviews, and a separately submitted cost estimate. This cost estimate must be the only instance where fees are mentioned and must be enclosed in its own sealed envelope, entirely separate from the technical proposal, ensuring a clean, unbiased evaluation process.
