The requirement calls for approximately 2,000 personnel hours over a 12-month performance period at a DOE/NNSA facility, with work governed by BNL’s Supplier Quality Assurance Requirements and Appendix B, Version 7.0 of the QC Test Setup and Procedure. The solicitation mandates strict compliance with quality standards including ISO 9001 and NQA-1 for nuclear-grade components, requiring comprehensive documentation such as certificates of conformance, material test reports, weld inspection records, and traceability data linked to lot and heat numbers. All items must be packaged per ASTM D3955, with special ESD protections and labeling for sensitive components, and shipments must include accompanying traceability records delivered on the same day as shipment. Proposals are evaluated on a Lowest Price Technically Acceptable basis, where offerors must pass all mandatory qualifiers—including SAM.gov registration, submission of key personnel CVs, and full technical compliance—before price is considered, with award going to the lowest responsive offer. The deadline for submissions has been extended to August 4, 2026, and responses must be submitted via email with the RFQ number in the subject line, including all required enclosures such as the signed pricing sheet, W-9, vendor ACH authorization, and W-8 forms. The contract incorporates a comprehensive suite of FAR and DEAR clauses governing data rights, export controls, subcontracting, government property, and compliance with U.S. export regulations including ITAR and EAR. It requires adherence to DOE Order 551.1D for travel and security, mandates foreign travel approvals 45 days in advance, and includes clauses addressing whistleblower rights, trafficking in persons, equal opportunity, privacy training, and limitations on pass-through charges. Payment is processed electronically via EFT to apinvoices@bnl.gov using PDF invoices formatted per BNL’s invoicing guide, with no use of federal systems like WAWF. Special requirements include a prohibition on the use of specified telecommunications equipment, mandatory representation of business size and socioeconomic status, and the need for a quality assurance program and configuration control system.
