Brookhaven Science Associates, LLC, operating under the U.S. Department of Energy, has issued RFQ 476754 for the fabrication and delivery of DUNE CE Flanges under a Firm Fixed Price contract, with a total of ten flanges required as a pre-production qualification phase within eight weeks of award and an optional follow-on for an additional eighty flanges. The requirement is a total small business set-aside under FAR 19.5, with the NAICS code 332919, and all proposals must be submitted via SAM.gov by the deadline of May 7, 2026. The contract requires strict adherence to technical drawings, specifications, and the internal BNL-QA-101 quality assurance standard, which governs supplier requirements including first article inspection, configuration control, material traceability, and special process documentation. Compliance with NQA-1 nuclear quality assurance, ISO 9001, and ISO/IEC 17025 is mandatory, and materials must originate from approved vendors such as Nor-Cal and Kurt J. Lesker, with all process qualifications and personnel certifications maintained and available for audit. Packaging and marking must conform to ASTM D3951 and MIL-STD-130, including part labeling with drawing number, revision, and a unique three-digit serial number, while hazardous substances require GHS-compliant labeling and ESDS items must be properly protected and identified. All shipments are to be delivered FOB or DAP to Brookhaven National Laboratory in Upton, New York, with invoices submitted electronically to apinvoices@bnl.gov in PDF format, and no use of WAWF or IPP is required. The contract includes extensive documentation mandates such as certificates of conformance, chemical and physical test reports, material certifications, and as-built records, with all records retained for a minimum of three years post-contract completion. Suppliers must submit a full quality assurance program, obtain written approval for any design or process changes, and allow unannounced audits, while all subcontractors require prior written approval and must flow down all quality and nuclear requirements. Offerors must provide a Unique Entity Identifier from SAM.gov, self-certify their small business status, and complete required representations including those related to foreign content, lobbying, and federal award integrity. The RFQ emphasizes technical acceptability over price, though pricing remains TBD, and no formal evaluation factors or weights were disclosed in the available documentation.
