Request for Quote (RFQ) - Bottled Water Delivery

The Orange County Transportation Authority is seeking quotes for a two-year contract to provide bottled drinking water and hot/cold dispensers, effective July 1, 2026, through June 30, 2028, with a total budget of $52,000. The requirement includes bi-weekly delivery of five-gallon bottled water, as-needed responses within 24 hours, installation of new or like-new dispensers at contract start, and ongoing maintenance, cleaning, repair, and removal of both water bottles and dispensers—all on a fully inclusive, firm-fixed pricing basis with no additional charges permitted for delivery, fuel, bottle deposits, or service visits. All water must meet applicable health and safety standards, bottles must be clean, sealed, and defect-free, and empty bottles must be removed at no extra cost during each delivery. The winning firm must submit a complete bid on all line items in the Pricing Proposal; failure to do so renders the quote non-responsive. Award will be made solely on the lowest price submitted by a responsive and responsible firm, with no consideration given to qualifications, staffing, or work plans, and the Authority reserves the right to award without further negotiation. The contract is governed by the Orange County Transportation Authority General Provisions, which incorporate key legal and operational obligations including indemnification, compliance with all federal, state, and local laws, and adherence to California law as the governing jurisdiction. The seller must maintain comprehensive insurance coverage—$1 million per occurrence for commercial general liability, $1 million for automobile liability, and workers’ compensation limits per California requirements—with the Authority named as an additional insured. All records must be retained on a generally accepted accounting basis for four years after final payment and must be available for audit. The seller is solely responsible for safety compliance, hazard identification, and adherence to Cal/OSHA regulations, with non-compliance potentially leading to work suspension or contract termination. Delivery schedules are a material requirement, and time is of the essence.
