Request for Quotes - Monthly Mailing Services

The Providence Housing Authority is seeking proposals for monthly mailing services to process tenant rent statements. The selected vendor will be responsible for providing and storing number 10 window envelopes and number 9 return envelopes, inserting approximately 2,600 rent statements and return envelopes monthly, and delivering them to the Providence-based Post Office using the authority's USPS permit via First-Class Bulk Mail. The scope also includes the occasional printing and insertion of additional color or black and white literature. The contract is intended for an initial two-year period with options to renew for up to five years. Proposals are due by September 25, 2026, and must include a cost proposal, a non-collusion affidavit, and certifications regarding non-segregated facilities and equal opportunity compliance. The contractor must adhere to all applicable HUD rules and regulations, as well as federal, state, and municipal laws, including specific non-discrimination and data security mandates. Successful bidders are required to provide comprehensive general liability insurance endorsements within seven days of the award. Payment will be processed through the PHA Finance Department upon submission of invoices referencing the specific contract number.
