Request for Services for as needed Public Sector Strategy Consulting Services: CAPSMA-EO-001

The County of Los Angeles, Executive Office of the Board of Supervisors, is soliciting as-needed public sector strategy consulting services under Request for Services CAPSMA-EO-001. The selected consultants will support the Governance Reform Task Force in modernizing and reforming the county governance structure and implementing Measure G, which expands the Board of Supervisors. Key responsibilities include providing strategic leadership, policy analysis, meeting facilitation, stakeholder engagement, and drafting public-facing communication materials to improve transparency, accountability, and representation. The expected term of the work order is five years, with two optional one-year extensions, though the initial term may be shorter to align with the expiration of the required Consulting and Professional Services Master Agreement (CAPSMA). To be eligible, vendors must respond to both the Request for Qualifications (RFQ) and the Request for Services (RFS). Evaluation is based on a best-value determination, utilizing pass/fail gates for minimum requirements and weighted reviews of vendor personnel, experience, and staffing and pricing schedules. Proposers must submit a comprehensive response package in PDF format, including a response cover sheet, detailed narratives on background and experience, a list of references, and a staffing and pricing schedule with hourly rates for virtual and in-person services. Additionally, vendors must complete various compliance certifications, including Community Business Enterprise (CBE) information, conflict of interest disclosures, and certifications regarding human trafficking and fair chance employment.
