Special Notice N0016422SNB49 Agency: Department of the Navy Office: Naval Sea Systems Command Location: NSWC Crane Division Classification Code: AC13; National Defense R&D Services; Department Of Defense - Military; Experimental Development NAICS Code: 541715 Research and Development in the Physical, Engineering, and Life Sciences (except Nanotechnology and Biotech Response Due Date: 14 April 2022 Request for Solutions: Command Post Survivability and Vehicular Mobility at US Army National Training Center PURPOSE The US Army, in support of The Office of the Under Secretary of Defense Research and Engineering (OUSD (R&E)) is undergoing a series of fifth generation (5G) technology projects. The Department of Defense (DoD) is seeking a prototype of a 5G network integrated with tactical platforms, unmanned aerial systems (UAS) and applications to support experimental evaluations on command post survivability and vehicular mobility for the U.S. Army. The desired prototype is a flexible, reconfigurable, and rapidly deployable private 5G network that supports experimentation with identified 5G Use Cases in various mission scenarios. The Government will evaluate the solutions with the intent of awarding an Prototype Other Transaction Agreement (10 U.S.C. - 4003). BACKGROUND AND SUMMARY S2MARTS Vendors interested in responding to this RFS must be members of the Strategic & Spectrum Missions Advanced Resilient Trusted Systems (S2MARTS) consortium. Interested parties may visit S2MARTS.org for membership information. This project will be managed by a Naval Surface Warfare Center, Crane Division Project Manager. PROJECT OVERVIEW Per the DoD 5G Strategy, the fifth-generation standard for broadband cellular networks presents a fundamental change in communications structure across the world that provides a potential opportunity for the DoD to operate anywhere at any time. The military will be able to communicate more effectively through the implementation of 5G-based solutions. The prototypes for this project are designed to resolve two key program challenges: Improve Command Post (CP) survivability relative to alternative wireless technologies - The intent is to quantify the military utility of 5G technologies to improve CP survivability relative to alternate wireless technologies with prototyping and experimentation. 5G equipment will be installed in CP vehicles; integrated with mission command systems inside these vehicles; and used to provide wireless connectivity between these vehicles. A specific area of interest is 5G's ability to operate over a wide range of spectrum, enabling flexible tradeoffs in spectrum access, network connectivity, capacity, and detectability across a range of environments and threats. Semi-Autonomous Vehicles and Advanced Robotics Manned-Unmanned Teaming (MUM-T) - The intent is to quantify the military utility of 5G technologies to support semi-autonomous vehicles and advanced robotics within formations with prototyping and experimentation. 5G equipment will be installed in manned and robotic vehicles; integrated with control, sensor, autonomy, and navigation systems inside these vehicles; and provide wireless connectivity between these vehicles, including use of UAS relays to extend communications Beyond Line of Sight. Experiments will be based on teaming scenarios involving next generation combat vehicles. The Command Post Survivability and Vehicular Mobility OTA prototype project is anticipated to be released and executed in three (3) 12-month phases for a total of thirty-six (36) month period of performance (PoP). The PoP will include laboratory and field based risk reduction activities at multiple locations and environments. Please visit the S2MARTS website at https://s2marts.org/ to review the full RFS.
