1.0 Introduction and Purpose

The purpose of this project is to acquire a high-powered, electronically steerable Global Positioning System (GPS) jamming system to support critical Department of War testing and training initiatives. Current systems have limitations in their ability to replicate the contested electronic warfare environments necessary to adequately assess and prepare our forces for modern threats. The Advanced NAV-WAR Open Air (ANOA) system will overcome these limitations by providing a robust, realistic, and adaptable platform for evaluating the performance of navigation-dependent systems in a GPS-contested scenario. This RWP is issued under the authority of 10 U.S.C. § 4022 for the purpose of acquiring prototypes to address this need.

Request for Whitepaper - AEDC Facility Digital Twins and Predictive Analytics
Solicitation # FA910126RWP-DigitalTwins
The Department of the Air Force is seeking innovative solutions through a Request for Whitepapers to establish an Other Transaction Agreement under 10 U.S.C. 4022 for the Arnold Engineering Development Complex (AEDC). The primary objective is to modernize facility documentation by creating high-fidelity, as-built 3D digital twins and predictive analytics for critical test infrastructure. The program begins in Fiscal Year 2027 with an initial prototype phase focusing on the Von Karman Gas Dynamics Facility, covering approximately 260,000 square feet of footprint and 1,040,000 square feet of scan area, with plans to eventually scale to over 2.5 million square feet across the complex. Technical requirements specify engineering-grade models with a minimum Level of Detail (LOD) 350, though LOD 400 is highly desired for primary connection points. Deliverables must maintain a dimensional accuracy of +/- 1/4 inch, globally referenced to project survey control, and utilize Autodesk Revit for architectural/structural models and Autodesk Plant PDM for intelligent process models. All work must be performed within the continental United States, and performers must comply with strict cybersecurity standards, including NIST SP 800-171 and CMMC Level 2 self-assessment. The agreement is not a standard procurement contract and is not subject to the Federal Acquisition Regulation. Instead, it utilizes a milestone-based, firm-fixed price structure for the base phase. Evaluation of submissions will be based on technical merit, innovation, program management, and risk. Eligible participants must certify as small businesses or nontraditional defense contractors. The submission deadline for whitepapers is October 8, 2026, and a site visit is scheduled for September 30, 2026.

RWP Independent Air Supply
Solicitation # FA9101269IAS
The Arnold Engineering Development Complex at Arnold Air Force Base, Tennessee, is seeking white papers for the Independent Air Supply project under the authority of 10 U.S.C. section 4022. The objective is to establish a secondary, dedicated, and conditioned air supply for an existing test cell. The scope of work includes the demolition of existing equipment and the design, procurement, fabrication, and installation of a system featuring at least four modular compressor units, dryers, heaters, expansion turbines, and a final mixing chamber. The system must integrate with base utilities and utilize a local control network featuring Emerson RX3i PLCs, Proficy Machine Edition programming, and a Simplicity HMI interface capable of supporting simultaneous unclassified and classified operations. The government may award up to two prototype agreements, with a preference for base milestone pricing around 250,000 dollars, though this is not a strict ceiling. All final engineering drawings and analyses must be stamped by a Professional Engineer licensed in Tennessee, and air purity must comply with ISO 8573-1 Class 1P. Evaluation of submissions will involve a go/no-go compliance check followed by a qualitative review of technical capability, schedule feasibility, and cost realism. The submission deadline for white papers has been extended to September 23, 2026. Interested parties must verify their CAGE code, Joint Certification Program, and CMMC status to access export-controlled Distribution D documents.
