This contract, solicitation REQUIREMENTS-26-2230, is a re-opened opportunity under Amendment 04 to clarify and update Section 2.4 of the Statement of Work, adjust the period of performance for CLINs 0001 and 0002, and modify the RFO 52.212-1 Addendum for commercial products and services. Work involves the complete removal and replacement of an approximately 8,400 square foot roof at the NOAA Northeast Fisheries Science Center’s Main Building in Woods Hole, Massachusetts, with a new EPDM roof system engineered to ASCE 7-22 standards, achieving a minimum FM Global 1-90 rating and capable of withstanding wind gusts over 75 MPH. The roof system must be permanently installed with a 20-year, no-dollar-limit warranty for labor and materials, provided prior to government acceptance. All materials must be delivered in manufacturer’s original, unopened containers with intact labeling and specifications. The contractor is responsible for quality control, including all incidental repairs, and must comply with Davis-Bacon wage determinations, OSHA 29 CFR Parts 1910 and 1926, NFPA, NEC, EPA, and other applicable federal, state, and local codes. The project must be completed within 45 to 60 calendar days after notice to proceed, with key deliverables including detailed installation plans, safety plans, material specifications, safety data sheets, daily CQC reports, and a site-specific safety and hoisting plan. All personnel must be U.S. citizens or legal aliens with no felony convictions or history of narcotics use, and must comply with EPA and DOT hazardous material regulations. The site operates as a smoke-free campus, and contractors must coordinate all facility access, parking, and storage with the Contracting Officer’s Representative. Final acceptance is contingent upon satisfactory completion of all work, successful walk-through inspections with the COR and NEFSC Facilities Operations Manager, and resolution of all deficiencies before final billing.
