Requisition and installation of Walk-in freezer at the London Research and Development Centre

Agriculture and Agri-Food Canada is soliciting bids for the supply and installation of two walk-in freezers at the London Research and Development Centre, Garage Building 16, under solicitation number ESC-2627-035. The project requires full requisition, assembly, installation, and commissioning of the refrigeration equipment, with deliverables including interior lighting, heat trace cables, manufacturer’s instructions, operation and maintenance manuals, a parts catalogue, dimensioned as-built drawings, and a manufacturer’s certification confirming the floor assembly will prevent freezing of the existing slab and subgrade. The freezers must be constructed using ASTM-standard materials including Type 304 stainless steel, Commercial Steel Type B galvanized sheet, and utility aluminum with specific exterior and interior finishes. Bidders must possess at least five continuous years of recent, proven experience in manufacturing and installing prefabricated walk-in freezers. All technical specifications, drawings, and contract documents must be obtained exclusively through the CanadaBuys platform, and any amendments will be distributed via the same system. A voluntary site visit is scheduled for June 23, 2026, at 2:00 p.m. EDT, at 1391 Sandford St, London, ON, but attendance is not mandatory and will not grant an alternative opportunity. The award will be made to the lowest responsive bid, subject to mandatory pass/fail evaluations of price sufficiency, bidder capability, and past performance—including the completeness and effectiveness of the contractor’s safety program and prior project execution quality. The work must be completed by December 15, 2026, and failure to meet this deadline will result in liability for Canada’s costs including salaries, wages, and travel expenses for personnel overseeing the delay.
