The Air Force Research Lab (AFRL/RWK), Eglin AFB, Florida, intends to ENTER INTO A NEW SOLE SOURCE contract with Georgia Tech Research Institute (GTRI) 505 Tenth St., Atlanta, GA 30332. This is a Notice of Contract Action (NOCA); this is not a solicitation for proposals. The Government intends to solicit and negotiate with only one source under the authority FAR part 6.302 Circumstances Permitting Other Than Full and Open Competition. This notice of intent is not a request for competitive proposals, and a Request for Proposal (RFP) will not be issued. The National American Industry Classification System (NAICS) code for this action is 541715, with a size standard of 1000 employees. The following is a brief description of the acquisition requirements: The highly specialized services required involve integration of networked collaborative behaviors and capabilities on Air Force weapon systems. The scope of required collaborative capabilities includes vehicle behaviors; kinetic targeting and attack behaviors; Intelligence, Surveillance, and Reconnaissance (ISR) behaviors; and Electronic Warfare (EW) behaviors. Associated collaborative architectures and algorithms will be considered government-owned. As program schedule is anticipated to be fast-paced, the ability to apply knowledge and expertise leveraged from other relevant efforts is expected to be critical and award to any other sources would result in unacceptable delays. Interested firms are invited to submit a response in the form of a Statement of Capability (SOC) which, if received by the response date of this notice, will be considered by the agency. Submission of any of the documents shall be at the contractor's expense. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. The Air Force has no development funding for this procurement. It is the policy of the Government to provide maximum practicable opportunities in its acquisitions to small business, veteran-owned small business, service-disabled veteran-owned small business, HUBZone small business, small disadvantaged business, and women-owned small business concerns. The resulting evaluation of all organizations providing capabilities packages will be considered in determining the acquisition strategy, specifically in determining for which (if any) small-business concerns this acquisition will be set-aside in accordance with FAR 19.5. Firms responding to this announcement should include company name, cage code, point of contact, address, phone number, business size in relation to NAICS 541715, and indicate whether they are small business, 8(a) concern, veteran-owned small business, service-disabled veteran-owned small business, HUBZone small business, small disadvantaged business, or women-owned small business. Note: If any portion of this requirement results in a small business set aside, that portion shall be performed in accordance with FAR 52.219- 14, Limitations on Subcontracting, which requires a small business firm to perform at least 50% of the total requirement using employees within its own company.
