The Research Development Contract (RDC) solicitation, identified by number HM0476-22-R-1984, is an active Department of Defense requirement managed by the Office of the National Geospatial-Intelligence Agency in Springfield, VA. This sources-sought announcement seeks input from interested parties on this NGA acquisition opportunity under NAICS code 541715. Multiple amendments have been issued to provide clarifications and updates, including the addition of a previously omitted vendor to the Voluntary Vendor List and publication of a Questions/Answers document. Respondents were previously instructed to submit responses limited to a combined 10-page unclassified and classified total, with specific guidance on how to handle proprietary volumes and non-page-limited attachments such as the PWS comment matrix. The most recent amendment, dated March 22, 2023, redirects interested parties to a new Notice ID, HM0476-23-R-0017, for updated requirement information and recommends using the SAM "follow" function on the original announcement to stay apprised of any developments. Key points emphasize the administrative nature of the amendments, the ongoing status of the RDC as a priority NGA acquisition, and the formal communication channels for question submission and response receipt. Primary contacts for the solicitation include Taylor Dunn and Jesusa G. Labial, with email submissions specified, reinforcing controlled and timely vendor engagement throughout the acquisition process.

Amendment 0005, 22 MAR 2023. Information pertaining to this requirement is now under Notice ID: HM0476-23-R-0017. Amendment 0004, 31 JAN 2023. RDC remains an NGA acquisition requirement. It is recommended that interested parties use the SAM - follow functionality under this announcement number, HM0476-22-R-1984, in order to remain aprised of RDC information updates. Thank you for your continued interest in RDC. Amendment 0003, 12 JAN 2023. The purpose of this amendment is to add an entity to the Voluntary Vendor List that was accidentally omitted from the voluntary vendor list published 15 NOV 2022. Amendment 0002, 15 NOV 2022. The purpose of this amendment 0002 is to publish the Questions/Answers and the Vendor List. Refer to "RDC RFI Questions-Answers and Vendor List (15nov2022) at "Attachments/Links" below. Amendment 0001, 02 SEP 2022, Administrative questions/answers. (1) Do sections 3.1 (Administrative Questions) and Section 3.2 (Experience Table) of the RFI count towards the RFI page count of 10 pages? YES. (2) If submitting a separate classified and/or proprietary volume, do those pages count against allowable pages in aggregate or are they considered in addition to the 10 page limitation? Unclassified and Classified submittals will be counted as a single submittal, with a 10 page limitation, and a priority placed upon unclassified information. Example: an 8 page unclassified submittal coupled with a 5 page classified submittal will be combined into a 10-page document with the first 8 pages being unclass and the first 2 pages of the classified submittal being reviewed by the Govt. Pages 3, 4 and 5 of the classified submittal will be appropriately discarded. Additional note: cover pages and title pages are also part of the 10 page limitation. (3) Does the PWS comment matrix (Attachment 7.2) count against the RFI response 10 page limitation? No. Respondents are encouraged to ensure that their responses to Attachment 2, Draft PWS Comment Matrix, which are not length-limited, are distinctly titled as comments so the Govt can distinguish it from your RFI Response White Paper, which is length-limited to 10 pages. For detailed instructions, refer to Attachments/Links: RDC RFI 220816_0930 final. Responses are due no later than 4:30 pm EDT on 23 September 2022. Responses are limited to email only, and must be submitted to both Jesusa.G.Labial@nga.mil and Kirby.D.Beard@nga.mil, with the message subject line - HM0476-22-R-1984 RFI Response - Research Development Contract.

NGA - Boosting Innovative GEOINT - Science & Technology Broad Agency Announcement (BIG-ST BAA): Topic # 07 – Lidar Analysis for Surface & Environmental Reconnaissance (LASER)
Solicitation # HM047627XXXX
The Boosting Innovative GEOINT-Science and Technology (BIG-ST) Broad Agency Announcement (BAA), solicitation HM047623BAA0001, is a general solicitation by the National Geospatial-Intelligence Agency (NGA) to address hard GEOINT problems across three technical domains: Foundational GEOINT, Advanced Phenomenologies, and Analytic Technologies. The BAA operates through separate Topic Calls, with the current active focus being Topic 07, Lidar Analysis for Surface and Environmental Reconnaissance (LASER). This specific effort seeks to develop AI/ML workflows and test methodologies for the autonomous 3D detection and classification of man-made surface and subsurface objects using space lidar data from ICESat-2 and GEDI. The project aims to advance technology from TRL 4 to TRL 5 or 6, with a Phase 2 budget of 854,000 USD over a 15-month period of performance. The government intends to award this effort via a procurement contract or Other Transaction Agreement, evaluating proposals based on a multi-step process including a conformance review and a scientific/technical review to determine the most advantageous offer. Key deliverables for Topic 07 include technical prototypes, a comprehensive software package with source code, and a final algorithm demonstration. Due to the nature of the work, strict security requirements are in place, ranging from unclassified CUI handling to Top Secret/SCI clearances and polygraph testing depending on the specific task. Contractors must also comply with rigorous research and technology protection plans, including the CHIPS and Science Act of 2022 and NSPM-33, to mitigate foreign influence and protect critical technology elements.
