REs/SMEs in support of the DISA Voice Services Support of UC, the Ribbon SS and Associated Network Components

The contract supports the Defense Information Systems Agency’s Enterprise Voice Services by providing Resident Engineers and Subject Matter Experts to deliver dedicated technical support for the Ribbon Soft Switch and associated network components within the DoD Information Network. The work is performed primarily at the DISA Global Operations Center in Scott Air Force Base, Illinois, with occasional travel to DISA Headquarters in Fort Meade, Maryland, and limited telework permitted when mission requirements allow. The base period runs from July 15, 2026, to July 14, 2027, with four optional one-year extensions through July 14, 2031. Performers must possess Secret Facility Clearance and be authorized Ribbon resellers, with all personnel required to sign a DISA-approved Non-Disclosure Agreement and be escorted if unclearanced. Staffing milestones mandate 50% of personnel onboard within two weeks and 100% within 30 days of contract start. Technical duties include network analysis, troubleshooting, optimization, configuration documentation, hardware and software testing in a DISA STIG environment, IAVA patch implementation, and support for the transition to Everything over IP. Deliverables must meet strict quality thresholds: 90–95% accuracy and timeliness on documentation, 90% pass rates on testing, and 95% incident response within 24 hours. Performance is monitored through weekly and monthly status reports, trip reports, and quarterly capabilities reviews, with failure to meet minimum standards subject to re-submission within 14 days and potential deficient performance findings. Contract administration requires compliance with CNSSI 1253, NIST SP 800-53, DISA Security Instructions, and DFARS supply chain risk management provisions. A SCRM Plan, Risk Register, Subcontractor Management Plan, and detailed Transition-In and Transition-Out Plans are mandatory.
