The Naval Air Systems Command plans to award a sole-source contract to Boeing Company for Engineering Reach-back support related to the P-8A maritime patrol aircraft, with an award anticipated in the second quarter of fiscal year 2027 and a performance period of five years. This action is justified under 10 U.S.C. 2304(c)(1) and FAR 6.302-1 because Boeing is the original equipment manufacturer and sole designer, developer, and integrator of the P-8A airframe and all associated avionics, communications, mission, and weapon systems, making it the only source with the necessary technical data, expertise, and access to proprietary information required to provide the support. Any attempt to open the requirement to competition would result in unacceptable delays to ongoing development and sustainment efforts critical to U.S. Navy and international user readiness. A sources sought notice issued on June 30, 2026, was evaluated through July 15, 2026, and no alternative capabilities were found to meet the requirement without significant risk or delay. This presolicitation notice, posted on July 16, 2026, with a response deadline of July 30, 2026, is not an invitation for competitive proposals. Interested parties seeking subcontracting opportunities must engage directly with Boeing through its official supplier portal.

The Naval Air Systems Command (NAVAIR) intends to issue a contract action to the Boeing Company (Boeing), 7755 E Marginal Way S Tukwila, Washington, 98108-4002 on an other than full and open basis for Engineering Reach-back support.

Contract action award is planned to occur in 2nd Quarter FY27.  The planned period of performance is 60 months.  The effort shall be procured pursuant to 10 U.S.C. 2304(c)(1) and FAR 6.302-1, "Only One Responsible Source and No Other Type of Supplies or Services will Satisfy Agency Requirements." The Boeing P-8A consists of a basic Boeing commercial 737-800 ERX air vehicle modified to meet Navy requirements, and numerous systems and subsystems for avionics, communications, mission, and weapon capabilities. Boeing is the sole designer, developer, and manufacturer of the P-8A airframe, as well as the sole integrator of the P-8A’s systems and subsystems for avionics, communications, mission, and weapon capabilities, and therefore is the only responsible source with the requisite knowledge, experience, and technical data to provide the Engineering Reach-Back support required. As the P-8A Original Equipment Manufacturer (OEM), Boeing is the only source that has the knowledge and access to the technical data necessary for Reach-Back support.  Without concluding, that an alternate source could fulfill the requirements, the timeline to compete and qualify that alternate source is expected to significantly delay ongoing P-8A system design and development efforts. Therefore, pursuing alternate sources to fulfill the contemplated requirements would result in an unacceptable delay in fulfilling those requirements for U.S. Navy Fleet and international country end users.

The 30 June 2026 Sources Sought Notice provided the opportunity for interested persons by 15 July 2026 to submit a Capability Statement identifying their interest and capability to respond to the requirement or submit proposals. The Government has completed its review of all written information submitted on or before 15 July 2026 in response to the Sources Sought Notice. The Government will not consider any information submitted by interested parties in response to this Presolicitation Notice. This notice of intent is not a request for competitive proposals. Companies interested in subcontracting opportunities should contact Boeing directly via the Boeing supplier website at https://www.boeingsuppliers.com/supplier-principles/supplier-sourcing#overview.

Antioch Transit Center Design RFQThe Antioch Transit Center will be constructed on the former Global Mall site at 5252 Hickory Hollow Parkway, strategically located north of Bell Road and east of I-24, to serve as a multimodal transportation hub anchored by high-frequency Bus Route 55 connecting the Hickory Hollow area to Downtown Nashville. The facility is a foundational element of the adopted Global Mall Area Master Plan, which aims to transform the underutilized retail property into a vibrant, mixed-use district featuring cultural amenities, mixed-income housing, and retail spaces. The transit center will include 11 bus bays to accommodate current and future routes including the planned Crosstown Connector and Express services, structured parking with a minimum of 265 transit spaces and 182 additional spaces for the adjacent library and community center, approximately 4,000 square feet of passenger and employee amenities, and up to 19,000 square feet of ground-floor retail shell space. The design must integrate seamlessly with the surrounding community infrastructure, which includes Nashville State Community College’s satellite campus, the Ford Ice Center, the Southeast Branch of the Nashville Public Library, and the Metro Parks Southeast Regional Community Center, whose existing parking lot currently functions as a park and ride and WeGo Link transfer point. In addition to the transit center itself, the project requires comprehensive design services for on- and off-site roadway and traffic signal improvements to support increased multimodal traffic flows. These include new onsite access roads, dedicated turn lanes, and modifications to traffic signals, as outlined in supporting operational analyses and concept diagrams. The Consultant must align all design work with the 2024 Global Mall Area Master Plan and Specific Plan zoning BL2024-448, as well as incorporate findings from prior WeGo studies related to parking, transit operations, and future residential development potential atop the structure. The project has already completed its NEPA environmental review, relieving the Consultant of further environmental documentation responsibilities. Project management will be led by WeGo with oversight from the Capital Program Management Consultant, and the final design must prioritize rider experience, safety, accessibility, operational efficiency, and long-term economic vitality while accommodating future joint development opportunities with private partners. The solicitation closes on August 25, 2026, and responses are expected from architecture, landscape architecture, and engineering firms prepared to deliver a cohesive, forward-looking transit infrastructure aligned with Nashville’s broader mobility goals.

ALR-67(V)3 Multi-Channel Analog-to-Digital (MCAD) Application Specific Integrated Circuit (ASIC)The Naval Air Systems Command is conducting market research to identify qualified vendors capable of redesigning the obsolete ALR-67(V)3 Multi-Channel Analog-to-Digital (MCAD) Application Specific Integrated Circuit, which is critical to the sustainment of airborne electronic warfare systems. The original MCAD ASIC is no longer manufacturable, with depleted inventories and missing design documentation, requiring a full re-engineering effort to create a Form, Fit, Function, and Interface (F3I) replacement that integrates seamlessly into existing hardware and software without modification. The replacement ASIC must be an 80-MHz, 22-channel, 7-bit analog-to-digital converter with a 352-pin Ball Grid Array package, incorporating dual-input switches per channel, successive approximation register converters, calibration DACs, clock distribution, and reference circuitry, all designed to convert 22 analog video inputs into 22 digital video outputs at 80 MHz. This effort addresses a pressing Diminishing Manufacturing Sources and Material Shortages issue and is driven by the urgent need to maintain operational readiness. Responses are strictly voluntary and are not offers or commitments; no funding is provided for preparation, and the government retains no obligation to award a contract based on submissions. Interested small and large businesses must submit a capabilities statement of no more than ten pages, including company details, Cage Code, UEI number, relevant past performance with contract numbers and points of contact, and a clear demonstration of technical expertise in designing, fabricating, and testing custom MCAD ASICs with the specified electrical and mechanical characteristics. The anticipated contract will be Cost-Plus Fixed Fee under the NRE exception to fixed-price requirements, with a 24-month performance period centered at Raytheon in Goleta, California. Submissions must be sent via email to Laurelle Brown-Hill no later than 5:00 PM Eastern Standard Time on July 3, 2026, and a site visit may be required to evaluate potential sources. All inquiries should be directed to the listed point of contact.

This action is not a competitive solicitation and no other firms are eligible to respond for prime performance. Although the notice is for informational purposes only and not an invitation to bid, interested parties may submit their capabilities to the government prior to the July 30, 2026 deadline for consideration, though the government retains full discretion to proceed without competition regardless of responses. Subcontracting opportunities are available and should be directed to BAE Systems, but firms should note that the government assumes no responsibility for costs incurred in responding to this notice. The acquisition will not follow FAR Part 12 procedures, and all information provided is subject to change without obligation.
