Full Description

The Federal Bureau of Prisons is seeking concerns having the ability for providing Residential Reentry Center (RRC) services and Home Confinement services to be located within the city limits of Fargo, North Dakota for male and female Federal offenders held under the authority of United States Statutes. Both the RRC services for in-house RRC services and the home confinement services for home confinement placements shall be in accordance with the Federal Bureau of Prisons Statement of Work entitled, "Residential Reentry Center, August 2007; Revision 01, December 2007, CCB; Revision 02, December 2008, CCB; Revision 03, February 2010, CCB; Revision 04, May 2010, CCB; Revision 05, May, 2011, CCB; Revision 06, January 2012, RRMB; Revision 07, February 2012; Revision 08, January 2013, RRMB." Home confinement services (for home confinement placements) are specifically defined in Chapter 10, Programs, of the aforementioned SOW as well. This will be an indefinite delivery, requirements type contract with firm fixed unit prices for Line Item 1 and Line Item 2. The RRC services for in-house beds are estimated to be 80% male and 20% female for the two-year Base Period, 79% male and 21% female for Option Years One and Two, and 78% male and 22% female for Option Year Three, if options are exercised. The estimated number of inmate days is 36,550 for the two-year Base Period, 19,345 for Option Year One, 20,440 for Option Year Two, and 21,594 for Option Year Three. For the Home Confinement requirement for home confinement placements, male and female quantities are combined for an estimated number of inmate days of 8,772 for the two-year Base Period (12 placements onto home confinement), 5,110 for Option Year One (14 placements onto home confinement), 5,840 for Option Year Two (16 placements onto home confinement) and 6,588 for Option Year Three (18 placements onto home confinement). It is the intent of the Government to award both line items (RRC in-house beds and home confinement placements) to a single provider, as these services are interconnected and rely upon each other to ensure adequate programming and case management of offenders. The Government reserves the right to potentially make an award which is deemed to be in the best interest of the Government. The solicitation will be available on or about April 10, 2014 and will be distributed solely through the General Services Administration's Federal Business Opportunities (FBO) website http://www.fbo.gov. Hard copies of the solicitation document will not be available. The site provides downloading instructions. All future information about this acquisition, including solicitation amendments, will also be distributed solely through this site. Interested parties are responsible for monitoring this site to ensure that they have the most up-to-date information about this acquisition.
