Full Description

The National Institute on Aging (NIA) intends to publish a Notice of Funding Opportunity (NOFO) to invite new, renewal, and revision applications, and their resubmissions, for U24 Research Resource/Infrastructure cooperative agreements that support large-scale, complex research programs focused on aging and/or Alzheimer's disease (AD) and Alzheimer's disease-related dementias (ADRD) research. It is anticipated that such programs will likely involve a team of investigators from a single institution, or a consortium of institutions, and align with the mission and research priorities of NIA. If submitting renewal or revision applications, the research objectives and scope of applications submitted through this NOFO must adhere to the requirements outlined in the parent NOFO under which the original application was funded.

Applications are not being solicited at this time. Notice is being provided to allow potential applicants sufficient time to develop meaningful collaborations and responsive projects. This NOFO intends to utilize the U24 activity code. Applicants should be aware that NIA anticipates funding only a limited number of meritorious applications under this announcement. Consultation with IC staff is strongly encouraged prior to the submission of an application to discuss the responsiveness of their proposed research to this NOFO and its relevance to NIA’s programmatic priorities.

Commercial Solutions Opening (CSO)
Solicitation # SP4701-27-S-C001
The Defense Logistics Agency (DLA) has established a Commercial Solutions Opening (CSO) framework running from 2026 through October 1, 2031, to acquire innovative commercial technologies, products, and services. Operating under 10 U.S.C. 3458 and DFARS Subpart 212.70, the DLA will solicit Solution Briefs on a rolling basis in response to published Areas of Interest (AOIs) that describe specific capability gaps or technical challenges. All resulting awards must be fixed-price, and the government may utilize Other Transaction (OT) Agreements for prototype projects under 10 U.S.C. 4022 or FAR Part 12 procedures for commercial products and services. Successful prototype projects may lead to non-competitive follow-on production contracts. Interested offerors must submit an unclassified Solution Brief not exceeding eight pages, with an optional two-page narrative or five-slide executive summary. Submissions are evaluated based on technical feasibility, importance to agency programs, and viability, including cybersecurity compliance and alignment with federal policies. The process involves an initial conformance review and funding availability assessment, followed by technical evaluations by subject matter experts. Selected offerors may be invited to a pitch, requested to submit a full proposal, or moved directly to award negotiations. DLA provides no funding for the submission process, and all proposed pricing must remain valid for 180 days.

Synthetic Training Environment (STE) Virtual Software (VSW)
Solicitation # STE-VSW-26-0006
The Army Contracting Command - Aberdeen Proving Grounds Orlando Division, on behalf of the Capability Program Executive Simulation, Training, Test and Threat, is issuing a Call for Solutions for the Synthetic Training Environment Virtual Software project. The objective is to implement a modernized virtual software ecosystem that delivers a certifiable Table II virtual collective gate for mounted maneuver, a true combined arms environment, full mission command concurrency, and an open system architecture with published SDKs and APIs. The procurement is structured into five capability lots: Lot 1 for Common Core Software, Lot 2 for Simulation Application Software, Lot 3 for HIL Integration, Lot 4 for Training Management and AAR capabilities, and Lot 5 for Enterprise Integration Support. The total project value is estimated at approximately 250 million dollars. The acquisition process utilizes a down-select method based on mandatory technical readiness, schedule credibility, technical merit, and viability. For Lots 1, 3, and 5, the solution submission deadline is October 13, 2026, at 1000 EDT, with anticipated awards by November 20, 2026. Lot 2 and Lot 4 submissions are deferred. A critical organizational conflict of interest rule prohibits any entity performing on Lot 5 from participating in Lots 1, 2, or 4. Technical requirements emphasize the use of an unclassified CUI environment, FedRAMP High or DoD IL4/IL5 cloud authorizations, and the provision of Government Purpose Rights for connectors to ensure multi-vendor integration. The Lot 5 awardee is specifically responsible for providing the physical laboratory facility and network infrastructure in Orlando, Florida.

Modernization of Scientific and Technical Intelligence (SandTI;) Prototype Effort
Solicitation # 2026SANDTIPROTOTYPE
The National Air and Space Intelligence Center (NASIC), in collaboration with the National Space Intelligence Center (NSIC), is conducting market research to identify industry capabilities for the Modernization of Scientific and Technical Intelligence (S&TI) Prototype Effort. This initiative, explored under 10 U.S.C. 4022 Prototype Other Transaction Authority, aims to prototype and operationalize a scalable, model-based, and data-centric S&TI environment. The scope of work focuses on modernizing mission-critical applications, databases, and analytic pipelines, specifically targeting signals intelligence, electronic warfare/electronic attack modeling, and the integration of AI/ML and MBSE/SysML standards. Key technical goals include the modernization of tools such as Analyst Notepad, ASPIRE, and Data Characterizer, as well as the deployment of containerized solutions via CI/CD pipelines into classified cloud enclaves including JWICS, AWS C2S, and GovCloud. The projected total period of performance is 48 months, divided into an initial 12-month prototype demonstration followed by a modernization evolution from months 13 to 48. Performance is expected to take place at Wright-Patterson AFB, Ohio, and within contractor SCIF facilities. Due to the nature of the work, respondents must possess a verified active Top Secret Facility Clearance (FCL) with safeguarding capabilities up to TS/SCI. As this is currently a Sources Sought Notice for acquisition planning under FAR Part 10, it does not constitute a formal solicitation. Interested parties are requested to submit a five-page capability statement including corporate profiles, technical experience, and rough order of magnitude cost estimates for both performance phases.

Broad Agency Announcement (BAA): Cost Estimating Modeling Data, Analytics Research (CEMDAR)
Solicitation # FA701426SCS02
The Secretary of the Air Force Financial Management (SAF/FM) is soliciting white papers for the Cost Estimating Modeling Data Analytics Research (CEMDAR) initiative, a 100% Small Business Set-Aside under NAICS 541745. This research effort aims to modernize the Department of the Air Force's cost estimating capabilities by transitioning from legacy desktop tools to secure enterprise cloud platforms, such as DAF VAULT and Envision. The program focuses on four architectural shifts: platform modernization, relational data integration, pipeline automation, and scalable predictive modeling. The estimated program ceiling is 24 million dollars, with a planned single award and a period of performance ranging from 12 to 60 months. The technical scope is divided into five core competencies, including enterprise data governance, automated data pipeline engineering using a medallion architecture, predictive modeling for weapon system commodities, and the modernization of the AFCAA Contracts Database. The acquisition follows a two-step process, starting with white paper submissions due by October 19, 2026. A mandatory evaluation gate requires offerors to possess an active Top Secret Facility Security Clearance at the time of submission. Key personnel must hold Secret clearances, and the contractor must demonstrate the ability to deploy specialized subject matter experts across various defense domains. The government intends to secure unlimited rights for noncommercial technical data and computer software.
