AMENDMENT #1: FJA has added an additional provision for travel (7.7.1 (ii)) indicating that the Contractor will be paid for actual time spent travelling at half the hourly rate (being determined by dividing the fixed per diem rate set out in Annex B by 7.5 hours). RESULTS-BASED MANAGEMENT (RBM) / MONITORING, EVALUATION, ACCOUNTABILITY AND LEARNING (MEAL) LEAD FOR THE “EQUAL JUSTICE FOR ALL IN MONGOLIA” PROJECT 1. Background The “Equal Justice for All in Mongolia” (EJAM) initiative, supported by Global Affairs Canada, is a five-year project designed to strengthen Mongolia’s judiciary. By enhancing the Rule of Law and democratic engagement, EJAM aims to establish a judicial system that fosters public trust and broadens access to justice. This initiative focuses on creating systemic enhancements to promote a socio-legal environment where all Mongolian citizens can actively participate in democracy and rely on legal processes. The vision of EJAM is to bolster robust judicial institutions, increase public trust, and ensure improved access to justice. These improvements are crucial for advancing democratic governance, tackling poverty, and driving sustainable development. By making legal rights actionable, the initiative also seeks to transform guarantees of gender equality into tangible improvements in women’s lives, thus reinforcing Mongolia’s democratic fabric and making justice accessible and effective for every citizen. 2. Scope of Work The Results-Based Management (RBM) and Monitoring, Evaluation, Accountability and Learning (MEAL) Lead, pivotal in the EJAM project, will focus on integrating advanced RBM methodologies, gender equality principles, and managing MEAL throughout the project lifecycle. This role is essential for ensuring that project outputs and outcomes rigorously align with the overarching goals of enhancing judicial capacity and promoting democratic engagement in Mongolia. Key Responsibilities: • Results-Based Management Implementation and Strategy Development; • Monitoring, Evaluation, Accountability and Learning; • Gender Equality Integration; • Stakeholder Engagement and Capacity Building; • Reporting and Compliance. 3. Estimated level of Effort Approximately 10 days per month throughout the contract period. 4. Language All work including tasks and deliverables will be completed in the English language, spoken and written. FJA will be responsible for obtaining translation of all required deliverables or task related documents, as needed. 5. Travel Requirements Regular travel to Mongolia is required to ensure close collaboration with local teams and direct oversight of project implementations, facilitating the practical application of RBM and gender equality strategies.
