Retail Products

Killeen Independent School District (“Killeen ISD”, the “District”) is accepting proposals for retail type products. This proposal will cover all retail items purchased at "shelf price" for the District on an as-needed basis. Vendors responding to this RFP must have a brick and mortar store front in the central Texas area. Retail stores should be located no more than 100 miles from Killeen, TX. Students within KISD attend 31 elementary schools, 12 middle schools, 6 high schools, 4 special campuses, serving approximately 44,000+ students. KISD is the 4th most diverse district in Texas and the 24th largest district in Texas. The intent of this RFP is to allow district staff the flexibility to make purchases "on demand" from "Approved Vendors" that are located near their campus/facility without having to go through the traditional Purchase Order process due to time constraints.   Retail suppliers interested in submitting a response to this RFP must agree to the following:
Authorized district staff may purchase any (non-restricted) retail products offered using a district issued credit card. Retail suppliers must acknowledge the district's tax-exempt status (District staff will present the appropriate Sales Tax Exemption Certificate/card to Retail Supplier prior to checkout). Retail supplier agrees to refund the District for any sales tax charged in error.
This is a multiple award contract, which enables the district to utilize different vendors on an “as needed” basis. District staff may choose a vendor based on price, availability, and convenience. This request for proposals is not intended for suppliers to submit pricing for a specific product or service.
This contract will be effective on or around March 31, 2025 through March 30, 2026 and may be renewed for four (4) additional years in one (1) year increments, providing that both parties are in agreement.
The District, through its duly authorized constituted officials, reserves the right to accept any offer in its entirety or in part, any offer deemed most advantageous to the Killeen Independent School District and to waive any formalities in bidding.
Contact between vendors and District personnel during the proposal process or evaluation process is prohibited. Any attempt by vendors during the proposal process to contact District personnel may result in disqualification. All communication shall go through the Purchasing Office during this process. All questions received and the corresponding answers will be distributed to all bidders via the electronic bid system. No verbal responses will be provided. The deadline for questions about this proposal is stated in the Event Details and the District will not respond to questions after this time and date. The vendors will be responsible for checking the website for any posted Q&A.
