RFA - 2026 Adult Protective Services Contract Attorneys

The Oregon Department of Human Services, Aging and People with Disabilities, Central Adult Protective Services Unit, is soliciting qualified contract attorneys to provide legal services for protective proceedings under ORS chapter 125. The primary scope of work involves preparing, filing, and presenting petitions to establish protective orders, specifically for guardianships and conservatorships, until a fiduciary is appointed or the petition is dismissed. The agency intends to award up to twelve contracts with an anticipated initial term of five years. To be eligible, applicants must be members of the Oregon State Bar in good standing with no disciplinary history in the past five years, reside and practice law within Oregon, and possess experience in protective proceedings. Compensation is based on a registry structure with hourly rates of 175.00 dollars for attorneys, 80.00 dollars for paralegals, and 20.00 dollars for office assistants. Legal fees are capped per case at 2,750.00 dollars for temporary and permanent or contested proceedings, and 2,250.00 dollars for single permanent proceedings, with reimbursable court fees capped at 1,750.00 dollars per case. Payments are made via Electronic Funds Transfer and are contingent upon the availability of agency appropriations.
