Industry Day: A Government-Industry Exchange on Construction Contracting - An Invitation for Industry Partners to Collaborate with the United States Space Force Operational Contracting Enterprise
Solicitation # AFICC_KS_Industry_Day_September_2026
The United States Space Force Operational Contracting Enterprise is hosting an Industry Day on September 14, 2026, in Colorado Springs and via Microsoft Teams to collaborate with general contractors on accelerating construction timelines. The event focuses on the implementation of new, flexible contracting authorities, specifically Other Transaction Authority (OTA) under 10 U.S.C. section 2808a. This initiative aims to bypass traditional FAR-based procurement bottlenecks through Commercial Solutions Openings (CSOs), allowing the government to integrate commercial best practices and innovative building methods to move from concept to capability faster. Budget projections for FY27 through FY31 indicate significant opportunities, with approximately 5.6 billion dollars for MILCON and 3.3 billion dollars for FSRM projects. Under the 2808a authority, awards must be structured as Fixed-Price Other Transactions, such as Fixed-Price Incentive or Fixed-Price Award Fee agreements. Because these OTs lack standard FAR-based protections, the government and industry partners will develop tailored articles to govern disputes, changes, and terminations. The award process is phased, beginning with a white paper evaluation based on relevance and rough order of magnitude pricing, followed by an oral pitch of constructability plans, and concluding with the joint development of a Statement of Work. Evaluation criteria emphasize industrial construction methods, schedule realism, financial health, and adherence to commercial building codes like IBC and NEC, as well as DoD Unified Facilities Criteria. While flexible, these agreements still require compliance with the Davis-Bacon Act, Service Contract Act, Miller Act, and the Buy American Act.

Request for Information This is a request for Information (RFI) issued by Fermi Research Alliance, LLC (FRA), manager and operator of Fermi National Accelerator Laboratory (FERMILAB), under its Prime Contract Number DE-AC02-07CH11359 with the United States Department of Energy (DOE). FRA is leading the Long Baseline Neutrino Facility (LBNF) Project to enable a world-class program in neutrino physics. Background The LBNF project (httpsw://lbnf-dune.fnal.gov/) will provide facilities to enable a world-class program in neutrino physics that can measure fundamental physical parameters, explore physics beyond the Standard Model, and better elucidate the nature of matter and anti-matter. Specifically, the LBNF Project will build a new high-intensity neutrino beam at the Fermi National Accelerator Laboratory aimed at the LBNF Far Site, located at the Sanford Underground Research Facility (SURF) in Lead, South Dakota, 1,300 km away, where the associated Deep Underground Neutrino Experiment (DUNE) will build a neutrino detector, known as the Far Detector. DUNE will also build a neutrino detector at Fermilab, known as the Near Detector, to characterize the neutrino beam as it leaves Fermilab. The experiment will be optimized for precision measurement of neutrino oscillations with the goal of searching for charge parity-violation in the neutrino sector, as well as making other precision oscillation measurements. Far Site Construction Fermi Research Alliance's Long Baseline Neutrino Facility (LBNF) Project requests your valuable input. Please see attached documents regarding shaft pipe welding for the Far Site Argon gas service pipe. The primary point of contact for the RFI is Craig Schmitz, LBNF Procurement Manager, or his designee. All questions regarding this RFI should be submitted via electronic mail to contact@example.gov by 3:00 P.M. CST on January 23, 2023. All responses to this RFI should be submitted by electronic mail to contact@example.gov by 3:00P.M. CST on January 25, 2023. This is not a Request for Proposal (RFP) or Quote (RFQ) and no submissions will be accepted as official offers for a contract. FRA will not reimburse respondents for any expenses associated with this RFI.

Bar Grating and Saddle Clips
Solicitation # 388000kmb
Fermi Forward Discovery Group, LLC is soliciting firm-fixed price proposals under RFP 388000kmb for the fabrication and delivery of hot-dipped galvanized carbon steel bar grating and associated saddle clips. These materials are required for the VD Cryostat Roof Decking as part of the LBNF/DUNE project. The scope includes various sizes of bar grating with bearing bars measuring 1.5 inches tall by 3/16 inches thick and 19-W-4 spacing, along with Type W44 and W10 saddle clips. Technical requirements specify a minimum live load of 100 PSF, a minimum concentrated load of 1000 LB, and a maximum deflection of 0.25 inches. Proposals must be submitted via email to Karen Berger by 5:00 PM CT on November 6, 2026. A complete submission package requires a proposal including lead times, a completed first page of the RFP, the Subcontractor Annual Representations and Certifications (SARC), and the PROC-FRM-466 Proposal Certifications. Award will be based on the Lowest Price Technically Acceptable (LPTA) selection process, with a strong emphasis on strict adherence to technical specifications and FFDG terms and conditions to avoid disqualification. Delivery is required FOB Destination to the Dakota Warehouse in Rapid City, South Dakota. All items must be bundled and packaged to comply with the Ross Shaft Load Envelopes and Shipping Expectation guidelines to ensure compatibility with warehouse handling capabilities. Post-award deliverables include a detailed logistics and shipping plan and all applicable operator manuals. The contract is subject to various federal regulations, including Buy American requirements and FAR anti-discrimination laws.
