RFI - ICE Visa Security Program Tracking System (VSPTS)

This is a Request for Information (RFI) issued by U.S. Immigration and Customs Enforcement’s Homeland Security Investigations division for the Visa Security Program Tracking System (VSPTS), aimed at gathering market intelligence to shape future acquisition strategy. The contract is structured to include a base period of twelve months with four optional twelve-month extensions, with the incumbent contract running through September 25, 2026. Deliverables must comply with Section 508 accessibility standards, specifically WCAG 2.0 Level A and AA, as validated by the DHS Trusted Tester Methodology, and all documentation must be government-editable and submitted electronically. Acceptance criteria require deliverables to meet standards for accuracy, clarity, format, and timeliness, with rejections requiring correction within 20 business days. Key personnel, particularly the Project Manager/Scrum Master, require Government approval for replacement, along with demonstration of comparable qualifications. Organizational conflicts of interest must be promptly disclosed and mitigated per FAR Subpart 9.5 and HSAR 3052.209-72. Respondents must provide their Unique Entity ID and CAGE code, self-certify size status, and disclose any socioeconomic certifications such as WOSB, SDVOSB, 8(a), or HUBZone.
