AI Contract Overview
This is a Request for Information (RFI) issued by U.S. Immigration and Customs Enforcement’s Homeland Security Investigations division for the Visa Security Program Tracking System (VSPTS), aimed at gathering market intelligence to shape future acquisition strategy. The RFI is strictly for planning and research purposes and does not constitute a solicitation or any commitment to award a contract. Respondents are not to incur any costs in response, and all submissions become government property without reimbursement or return. The Government is evaluating potential approaches including set-asides, contract vehicles, and the Draft Performance Work Statement (PWS) attached as Attachment A, which outlines Operations and Maintenance support for VSPTS, including software support, configuration and database management, system security, enhancements, and Certification & Accreditation documentation. Performance is primarily remote but requires frequent on-site meetings in the Washington, D.C. metropolitan area, with contractor personnel needing to obtain an Enter on Duty clearance, a PIV card, complete ICE security training, and gain network access prior to work commencement. The contract is structured to include a base period of twelve months with four optional twelve-month extensions, with the incumbent contract running through September 25, 2026. Deliverables must comply with Section 508 accessibility standards, specifically WCAG 2.0 Level A and AA, as validated by the DHS Trusted Tester Methodology, and all documentation must be government-editable and submitted electronically. Acceptance criteria require deliverables to meet standards for accuracy, clarity, format, and timeliness, with rejections requiring correction within 20 business days. Key personnel, particularly the Project Manager/Scrum Master, require Government approval for replacement, along with demonstration of comparable qualifications. Organizational conflicts of interest must be promptly disclosed and mitigated per FAR Subpart 9.5 and HSAR 3052.209-72. Respondents must provide their Unique Entity ID and CAGE code, self-certify size status, and disclose any socioeconomic certifications such as WOSB, SDVOSB, 8(a), or HUBZone. Responses must be submitted exclusively through a Microsoft Form by May 15, 2025, at 10:00 AM Eastern Time; no extensions or alternative submission methods are permitted, and questions must be embedded within the form rather than submitted separately. No contract value is disclosed, and no evaluation factors or formal award criteria have been published, as this is purely an information-gathering exercise.
