The Southeastern Power Administration (SEPA), under the Department of Energy, has issued a Request for Information (RFI) with solicitation number 89503506052026 to gather market research on qualified vendors capable of providing independent financial audit services for the Southeastern Federal Power Program’s fiscal year 2026 financial statements. This RFI is strictly for information gathering and does not constitute a solicitation, contract, or commitment to award future business. Respondents are required to provide details demonstrating experience in conducting federal financial audits in compliance with standards including Generally Accepted Auditing Standards (GAAS), Generally Accepted Government Auditing Standards (GAGAS), the Office of Management and Budget Bulletin on Audit Requirements for Federal Financial Statements, GAO’s Federal Information System Controls Audit Manual, the DOE-OIG Audit Manual, and Federal Energy Regulatory Commission accounting requirements. The audit scope includes examining the balance sheet, statements of revenues and expenses, changes in capitalization, and cash flows, as well as assessing internal controls under OMB A-123, compliance with laws and regulations, and the accuracy of management’s representations. Additionally, contractors must provide a special purpose opinion on SEPA’s federal basis financial statements to the Office of Inspector General and Contracting Officer’s Representative, supported by a statement of independence and based on FASAB and OMB Circular A-136 accounting standards, while also verifying consistency between SEPA’s FACTS submission and the Treasury’s Standard General Ledger. The RFI submission deadline is June 22, 2026, at 12:00 PM Eastern Time, with responses to be emailed to Juvonna Mattox and Tabitha Rambert with the subject line “RESPONSE TO RFI,” and may optionally be delivered by mail to SEPA’s administrative address in Elberton, Georgia. All submissions become government property and will not be returned. Post-deadline, SEPA intends to engage with interested vendors through conferences to further understand industry capabilities and potential acquisition strategies. The NAICS code for this effort is 541211, and the primary point of contact for inquiries is Juvonna Mattox, with secondary support provided by Tabitha Rambert and Contracting Officer Representative Charcey Gaines.

Southeastern Power Administration (SEPA) is excited to announce the release of a Request for Information (RFI) as part of our ongoing effort to gather market research and identify qualified vendors for financial audit services related to the Southeastern Federal Power Program. We are specifically seeking input from firms who have both the experience and expertise to conduct an independent financial audit that meets all applicable federal standards and requirements.

At this stage, the RFI is solely for information gathering and market research purposes. Please note that it does not represent a solicitation or a commitment by the Government to pursue a future contract. We strongly encourage interested vendors to carefully review the attached RFI and respond with the requested information by the date specified. Your input will be invaluable in helping SEPA better understand industry capabilities, available solutions, and potential acquisition strategies. Once the RFI submission deadline has passed (June 22nd 12pm Eastern), we will reach out to schedule conferences with interested vendors.

Please see the attached RFI for more in depth details

Thank you for your time and participation. We truly appreciate your engagement and look forward to receiving your response.
