Office of D.C. Pension's system to administer retirement (STAR) production support The Balanced Budget Act of 1997 requires the Secretary of the Treasury to assume certain responsibilities for the pension plans of District of Columbia retired police officers, firefighters, teachers, and judges. These responsibilities, which have been delegated by the Secretary to the Office of D.C. Pensions (ODCP), include investment and management of fund assets, distribution of certain pension benefits, and management control and benefits administration of these pension plans. As part of its responsibilities under the Act, ODCP leads the development, implementation and operation of an integrated pension/payroll system called The System to Administer Retirement (STAR). ODCP has successful deployed 7 releases of STAR. Release 5 marked the last of the major release development currently planned. STAR is based on the 9.2 version of Oracle PeopleSoft pension and payroll modules. It supports the pension benefits administration for the annuitants covered by the District of Columbia Judges', Police Officers' and Firefighters', and Teachers' Retirement Plans. With the deployment of release 5, STAR is also able to split the benefits payments into the federal and district portions for all payments moving forward.

Solicitation # 5000230074
Solicitation 5000230074 is a Request for Quote issued by the Internal Revenue Service for the acquisition, integration, maintenance, and support of Commercial Off-The-Shelf tax software products, specifically Tax Analyzer and Income Tax Planner. The requirement includes the provision of enterprise and perpetual licenses, technical support, and the maintenance of the IMS Tax Engine Middleware environment to support the Large Business and International Division and Appeals. The contract is structured as a Firm Fixed Price award with a base period from April 1, 2027, to March 31, 2028, and four subsequent 12-month option periods. Performance may occur at government facilities, contractor facilities, or via remote and hybrid environments. The government will award the contract based on best value using a tradeoff process, where non-price factors are significantly more important than price. Evaluation is prioritized by technical approach, licensing and middleware integration capability, and past performance, with price being the least important factor. Key technical requirements include full IPv6 conformance, Section 508 accessibility compliance, and strict adherence to IRS security guidelines for safeguarding Sensitive but Unclassified data. The contractor must also provide comprehensive training through both face-to-face and virtual sessions. Proposals are due by November 6, 2026, and must be submitted in three separate volumes.
