Request for Information on Conducting a Web-based Tenant Satisfaction Survey. This is a request for Information for a requirement to conduct a web-based survey as further defined in the attached Draft Performance Work Statement. As part of our market research, General Services Administration, Public Buildings Service (GSA/PBS) is issuing this RFI to determine if there are an adequate number of qualified interested GSA Schedule contractors capable of providing GSA/PBS annual Tenant Satisfaction Survey as further described in the Draft Statement of Work (SOW). The Government may use the responses to this RFI for information and planning purposes. The Draft SOW describes only the currently contemplated possible scope of services and may vary from the work scope in a final SOW included in any Request for Quotations (RFQ). This is a request for information (RFI) as identified in FAR 15.201(C) (7). This is not a Request for Proposal (RFP). A RFI is not being issued at this time, and this notice shall not be considered as a commitment by the Government to issue a RFI, nor does it restrict the Government to a particular acquisition approach. The anticipated period of performance is 1 year after award and the contractor is not required to perform the work at Government facilities. A Request for Quotations using the following Schedule(s) and SIN(s) is contemplated: 1) GSA IT Schedule 70, SIN 132-51 - INFORMATION TECHNOLOGY (IT) PROFESSIONAL SERVICES: IT Systems Development Services, Automated Information Systems Design and Integration Services, Programming Services, and Other Information Technology services. 2) MOBIS SIN 874-1, 874-3, 874-7 - Consultation Services, Survey Services, Program and Project Management. This RFI is only for the purpose of identifying potential sources as part of GSA/PBS market research. No RFQ exists; therefore, do not request a copy of the RFQ. GSA/PBS is not required to use eBuy for any resulting RFQ. Responses to this RFI are not quotes on which GSA/PBS can issue any Schedule orders. This RFI is issued for information and planning purposes only and does not itself constitute a Request for Quotations (RFQ). The Government does not intend to award a Schedule order(s) or BPAs based only on responses to this RFI. All information received in response to this RFI marked "Proprietary" will be protected and handled accordingly. Interested parties are responsible for adequately marking proprietary or competition sensitive information contained in their response. Responses to the RFI will not be returned. Responders are solely responsible for all expenses associated with responding to this RFI. GSA/PBS will not pay for information received in response to this RFI. There is no commitment by the Government to issue an RFQ, make an award or awards, or to be responsible for any monies expended by industry responses to this RFI. Please address in your responses specific comments on the Draft SOW. The desired format for comments should reference the page and section being addressed. Additionally specific comments are requested on the proposed schedule requirements and clarity of the Draft SOW. Do not submit pricing information in response to this RFI. (Please no telephone in inquiries) Submit RFI responses via email to: Tina Harmon, Contract Specialist, GSA/PBS Office of Acquisition Management; email: contact@example.gov and contact@example.gov, by COB on Wednesday, February 20, 2013.
