The Department of the Interior's Bureau of Safety and Environmental Enforcement (BSEE) intends to award a sole source contract to Information Handling Services (IHS) for software licenses that provide electronic access to regulatory documents and industry standards referenced in the Code of Federal Regulations (CFR), specifically parts 30, 203, and 250 through 282. This access is crucial for managing mineral resources on the Outer Continental Shelf (OCS) and involves documents incorporated by reference from recognized standard organizations including the American Petroleum Institute (API), American National Standards Institute (ANSI), and the American Society of Mechanical Engineers (ASME). The contract will cover a 12-month base period plus four one-year option periods, totaling five years if all options are exercised. IHS is considered the sole responsible source due to its unique capability to offer real-time electronic access to both current and historical editions of these incorporated standards through its licensed agreements with the aforementioned organizations. This arrangement assures BSEE timely and comprehensive access to essential regulatory and industry information necessary for its operations. The notice clarifies that this is not a solicitation for competitive bids but serves informational purposes and market research, with any comments to be submitted by a specified deadline. The government retains full discretion in deciding whether to proceed with a sole source contract or compete the award.
