RFP 117-26 Workforce Scheduling & HOS Compliance Software and Implementation Support Services

The Massachusetts Bay Transportation Authority (MBTA) is soliciting proposals under RFP 117-26 for a Commercial-Off-The-Shelf (COTS) Software-as-a-Service (SaaS) platform to modernize workforce scheduling and Hours of Service (HOS) compliance. The objective is to standardize workforce assignment, availability, overtime, vacancy, and fatigue management across multiple departments, reducing reliance on manual processes. The contract includes a five-year initial term with two optional two-year extensions, allowing for a maximum duration of nine years. Key compliance requirements include adherence to NIST Moderate baseline cybersecurity standards, ADA and WCAG 2 AA accessibility standards, and specific insurance coverages, including $5 million for Professional Liability and $1 million for General and Automobile Liability.
