RFP #2026-038-002 Assistant Medical Director Oversight of Emergency Medical Services

The City of Los Angeles Fire Department is seeking a qualified consultant Physician to serve as an Assistant Medical Director under RFP 2026-038-002. This role involves collaborating with the Medical Director to provide medical oversight for Emergency Medical Services delivery, advising the EMS Bureau on planning, development, and quality improvement, and managing EMS programs. Key responsibilities include overseeing Advanced Practitioners, conducting research and reporting on EMS program management, and providing specialized medical expertise for Urban Search and Rescue, disaster medical assistance, helicopter emergency services, and hazardous materials response. The consultant will also act as a liaison with the Los Angeles County EMS Agency, base hospitals, and trauma centers, while ensuring adherence to OSHA Respiratory Protection Standards and specific guidelines for controlled drugs. Proposals are due by October 27, 2026, and will be evaluated based on the best overall value to the department. The selected contractor must meet minimum eligibility requirements and enter into a Business Associate Agreement to ensure compliance with HIPAA and HITECH privacy and security rules. Mandatory submission documents include a Contractor Responsibility Ordinance questionnaire, a non-collusion affidavit, child support obligation certifications, and bidder certifications regarding prohibited contributors and lobbying. The contract requires adherence to non-discrimination and affirmative action policies, and the contractor must maintain specific insurance limits of at least five million dollars. Additionally, any use of AI systems in deliverables must be subject to documented governance and human review.
