RFP# 2026-0609 - REQUEST FOR PROPOSALS FOR SPECIAL EDUCATION CONTRACTED SERVICES

Flour Bluff Independent School District is soliciting proposals under RFP No. 2026-0609 to establish a non-exclusive pool of qualified vendors to provide special education contracted services on an as-needed basis for students from Pre-K through 12th grade. Services may include Occupational Therapy, Physical Therapy, Speech-Language Pathology, Educational Diagnostician services, Licensed Specialist in School Psychology, counseling, Board Certified Behavior Analyst assessments, music therapy, and professional development, delivered either in-person at district locations or via teletherapy as determined by the District. The solicitation targets vendors capable of meeting federal and state mandates under IDEA, FERPA, HIPAA, and Texas law, with all service records and deliverables becoming the sole property of the District. Proposals must include detailed program plans, vendor capabilities, resumes of proposed personnel, and compliance documentation including a Certificate of Insurance and a Confidential Student Information Agreement. Contract awards will be made using a trade-off methodology, with 55 points allocated to purchase price and total long-term cost, 20 points to the adequacy of the program plan, and 15 points to the contractor’s demonstrated experience and organizational capacity. An additional zero-point criterion assesses alignment with state HUB rules, though it does not impact scoring. Vendors must submit hard-copy proposals with a supplemental USB drive by June 9, 2026, at 10:00 a.m. CST to the District’s address, with no electronic, email, or fax submissions accepted. Contracts will be active on a year-to-year basis subject to annual funding appropriation and may be terminated at the end of each fiscal year. Contractors are required to undergo criminal background checks for all personnel, avoid conflicts of interest, prohibit assignment without prior consent, maintain records for three years post-final payment, and comply with federal regulations including 2 CFR §200.333 and §200.459. Pricing must remain fixed for 12 months after award, with renewal subject to negotiation. The District reserves the right to make multiple awards and reject all proposals. No contract value has been estimated, and no advance payments are permitted; invoices must detail services rendered, dates, and locations for payment processing.
