RFP 260010 - JCCI Transportation Services

The Jackson County Board of Commissioners has issued RFP 260010 to solicit sealed bids from qualified transportation providers for the Jackson County Corrections Work Release Program. The selected vendor will be responsible for providing daily round-trip transportation for approximately 60 participants, a number expected to grow to over 100 daily by 2027. Services include transporting participants between the correctional facility and approved employment locations, as well as to authorized medical visits, counseling sessions, and court appearances, primarily within Jackson County. The contractor must provide all necessary equipment, labor, and materials, and must coordinate all routing and scheduling adjustments with the JCCI Warden. To qualify, providers must meet several stringent requirements, including maintaining a minimum of $1,000,000 in liability insurance naming the Jackson County Board of Commissioners as additionally insured. Compliance with PREA standards, anti-discrimination laws, and the Georgia Illegal Immigration Reform and Enforcement Act of 2011 is mandatory. Drivers may require Commercial Driver’s Licenses (CDL) and must maintain valid DOT medical certifications. Proposals are evaluated using a 100-point weighted system and must be submitted by October 29, 2026, at 10:00 AM in a sealed envelope containing one original hard copy and one thumb drive. The contract is envisioned as a one-year renewable agreement, with a unique payment structure where responsibility transitions to participants via direct debit-card collection once they obtain sufficient funds.
