RFP 2607-001 Caregiver Services

The Travis County Healthcare District, doing business as Central Health, is seeking a qualified vendor to provide a comprehensive Caregiver program designed to enhance the benefits experience for its team members. The solicitation, RFP 2607-001, targets a vendor with a strong public reputation and proven ability to deliver high-quality, cost-effective caregiver services that improve access to care and integrate seamlessly with the district’s existing systems. Evaluation will focus on customer service and support, access to care, account management, utilization insights and reporting, and program expansion, with award based on best value rather than lowest price. Proposals must demonstrate alignment with HIPAA, ADA, Section 504, and other federal and state compliance standards, and must include a detailed response to narrative prompts within a 40-page limit, supplemented by a mandatory set of exhibits including a Conflict of Interest Questionnaire, Business Associate Agreement, Insurance documentation, and Certificate of Interested Parties. Vendors must submit proposals electronically via Bidnet Direct by the deadline of August 5, 2026, and may also submit printed copies to the Central Health Purchasing Office in Austin, Texas. The contract structure includes a one-year base term with an option for up to four one-year extensions, and proposers are strongly encouraged to provide three-year rate guarantees. The district requires vendors to identify and obtain prior written approval for all major subcontractors, who must be certified under the Texas Historically Underutilized Business (HUB) program and bound by the same compliance obligations including confidentiality and data security. Proposers must be prepared to complete additional certifications upon selection, such as Form 1295 filed with the Texas Ethics Commission if they have a controlling interest involved in securing the contract. All submitted materials become the property of Central Health, and vendors must comply with state anti-boycott laws prohibiting participation in boycotts of Israel, energy companies, or firearm and ammunition entities. No federal socioeconomic certifications like 8(a) or HUBZone are required; only Texas HUB, MBE, WBE, and VOSB certifications are recognized. The agency reserves the right to disqualify any proposer that fails to meet IT security requirements or does not fully comply with mandatory documentation, and all awarded contracts will require execution of the sample contract and BAA provided in the solicitation.
