RFP 27-07 Air Filter Change Out Services

The Glynn County Board of Education is seeking proposals for a turnkey five-year contract for HVAC air filter change-out services in Brunswick, Georgia. The selected vendor will be responsible for manufacturing and supplying steel frames and media materials, as well as performing filter replacements five times per year across multiple facilities, including Altama Elementary, Jane Macon Middle, and Needwood Middle. The contractor must provide all necessary vehicles, tools, labor, and equipment. Technical specifications require filters to be MERV 9 rated, made of polyester anti-microbial material, and meet specific dust spot efficiency and arrestance standards. The vendor is also required to provide an antibacterial assessment report and a detailed inspection report for each building serviced to identify potential HVAC issues. The contract is based on the 2026-2027 academic year and may be renewed for up to four one-year terms. Award decisions are primarily based on the lowest responsible proposal, with cost weighted at 60 points, while non-cost factors include firm stability, experience, and equipment assessment. Proposers must comply with the Georgia Security and Immigration Compliance Act and maintain a valid Georgia Occupational Tax Certificate. Required documentation for submission includes a Dun and Bradstreet report, notarized GSIC affidavits, and a detailed cost proposal. Insurance requirements include a 1 million dollar umbrella excess liability policy and 500 thousand dollar limits for personal injury and contractual liability.
