RFP-27019 Community Schools - Lead Agency Services

Baltimore City Public Schools is soliciting proposals from qualified community-based organizations and service providers to serve as Lead Agencies for the implementation of its Community School Strategy. The primary objective of the selected agencies is to recruit, hire, and supervise a full-time, 12-month Community School Coordinator (CSC) for eligible schools, ensuring the CSC receives a minimum base salary of $69,000. This requirements contract is intended to result in multiple awards and has an anticipated term of three years, with two optional one-year renewal periods. Proposals are evaluated based on a best-value determination, considering the entity's approach to the requirements, experience, capabilities, financial stability, and price. Eligible applicants include nonprofit corporations with 501c3 status, for-profit corporations, public entities, or organizations using a fiscal agent. Submissions must be delivered electronically via the eMaryland Marketplace Advantage portal by November 12, 2026, and must be divided into a technical volume and a separate financial proposal. The contract includes strict compliance requirements, including adherence to EDGAR certifications, the Byrd Anti-Lobbying Amendment, and non-discrimination standards. Awarded entities are responsible for the personnel management of the CSC and must coordinate closely with school leaders and the Office of Achievement and Accountability. Payment is processed via ACH within 30 days of invoice approval by the City Schools Project Monitor, based on an estimated 220 annual service days.
