RFP-591-260000002668-1 | Emergency Environmental Cleanup/Remediation As Needed

The Michigan Department of Transportation (MDOT) Grand Region Office is soliciting proposals for an as-needed emergency environmental cleanup and remediation contract. The scope of work involves providing immediate response to accidents and crashes resulting in fuel or product spills across 13 Michigan counties, including Kent, Ottawa, Allegan, Barry, Muskegon, Oceana, Mason, Lake, Osceola, Newaygo, Montcalm, Mecosta, and Ionia. The selected contractor must be available at all times, including weekends and holidays, and is required to initiate all activities within two hours of a request from the MDOT Program Manager. Key services include fuel spill remediation, the removal and disposal of contaminated soil, and the cleanup of medical and biohazard waste spills, as well as providing light traffic control. The contract is scheduled to be effective from October 19, 2026, through October 18, 2029, with the possibility of two additional one-year renewals. To be eligible, contractor staff must possess a valid 40-hour OSHA HAZWOPER certification and a CDL with Hazardous Materials H or X endorsements. Proposals are evaluated based on best value, considering both technical criteria and pricing. Bidders must submit their pricing as a separate file via the SIGMA VSS portal by the October 5, 2026, deadline. Additionally, the contractor must comply with strict labeling and disclosure requirements for hazardous chemicals, mercury, BFRs, and PFAS, and maintain comprehensive insurance and financial resources to ensure performance.
