The Texas Historical Commission (THC) is issuing this formalRebid Request for Proposals (RFP) to secure a contract for a permanent,long-term roof restoration at the Slaton Harvey House State Historic Sitelocated in Lubbock County, Texas.The primary objective of this project is to eliminate activewater leaks and permanently protect the historic structure through targeted,localized substrate repairs and the comprehensive application of ahigh-performance, warrantied coating/sealant system. Bidders must demonstrate aminimum of five (5) years of experience in roof restoration on historicalstructures.CRITICAL PROJECT PARAMETERS: RESTORATION ONLY: This project is strictly for localized roof restoration, leak remediation, and coating system application. It is NOT a full roof tear-off or structural deck replacement. NO SITE VISIT REQUIRED: Due to the urgent necessity of mitigating active water leaks, a pre-proposal site visit is NOT required to submit a valid proposal. Bidders shall formulate pricing based entirely on the specifications, dimensions, and project site photographs included in the attached RFP files. HUB COMPLIANCE: Because the estimated value of this formal procurement does not exceed $100,000, a formal HUB Subcontracting Plan (HSP) is NOT required from respondents for this solicitation.SUBMISSION INSTRUCTIONS:All proposals must be submitted electronically via email as a single,consolidated PDF to responses@thc.texas.gov no later than July 15, 2026, at 2:00P.M.
