The contract is anticipated to have a three-year base period with an option for a two-year extension, although exact contract values are not disclosed. Invoices will be processed based on services rendered at Santa Rita Jail, with FOB destination terms requiring all delivery and freight costs to be included in bid prices. The Alameda County Sheriff's Office (ACSO) Detention and Corrections is managed by the County Sheriff, who has sole authority over the care, custody, and control of justice-involved individuals at Santa Rita Jail (SRJ), located at 5325 Broder Boulevard, Dublin, CA. Each year, approximately 25,000 individuals are processed through the County's detention facility. The daily justice-involved population ranges from 1,300 to 1,800. These numbers fluctuate due to changes in California law affecting state prisons, as well as contracts with the federal government and the State of California. ACSO is seeking a qualified Contractor to provide a multi-religious, multi-faith, non-denominational, Chaplaincy Program for justice-involved individuals at SRJ. The Contractor will provide chaplaincy services to individuals housed at SRJ and must collaborate effectively with ACSO, County Staff, and volunteers to ensure the provision of these services. Under the First and Fourteenth Amendments to the United States Constitution, justice-involved individuals cannot be prohibited from exercising their freedom of religion. California Penal Code §5009 and California Administrative Code, Title 15, §3210 mandate specific services related to the religious and spiritual welfare of justice-involved individuals and require that all justice-involved individuals be afforded reasonable opportunities to exercise religious freedom. To uphold these legal requirements, ACSO has established policies and procedures ensuring that justice-involved individuals at SRJ can voluntarily participate in religious services and counseling. Housing assignments and activities are determined based on specific classifications to maintain the safety of both staff and justice-involved individuals. As a result, the Contractor's access to justice-involved individuals will be influenced by these classifications. Any contractor must therefore be capable of serving individuals across various detention settings. ACSO recognizes the wide range of religious and spiritual affiliations among justice-involved individuals and the diverse spiritual needs within the correctional facility. The faith and spiritual practices represented at SRJ include, but are not limited to, the following: Agnostic Latter-Day Saint/Mormon Atheist Lutheran Baptist Methodist Buddhist Native American Catholic Pentecostal Christian Protestant Islam/Muslim Sikhism Jehovah's Witness Wiccan Jewish
