Next Generation Operational Control System (NGOCS)
Solicitation # FA8629-26-R-5017
The United States Air Force Life Cycle Management Center is conducting market research via a Sources Sought Synopsis and Request for Information to identify potential providers for the Next Generation Operational Control System (NGOCS). The objective is to address a critical capability gap where operators lack a lightweight, ruggedized, and modular body-worn architecture for power, data, and edge-compute. Current systems rely on aging architecture and proprietary cabling, forcing End User Devices to handle all processing, which leads to latency and power depletion during high-tempo combat operations. The NGOCS will serve as a tactical hardware and software solution to route bidirectional IP and serial data between an End User Device and various Government Furnished Equipment radios and peripherals. The required system must feature a Hub with a compute module for local logic execution, capable of supporting two to four peripheral devices and mounting to tactical gear via PALS/MOLLE webbing. Key technical specifications include a threshold weight of 8 lbs (objective 4 lbs), IP67/IP68 ingress protection, and strict adherence to MIL-STD-810G/H for environmental tolerances and MIL-STD-461G for electromagnetic compatibility. Security is paramount, requiring the use of volatile memory for classified data to ensure sanitization upon power loss, secure boot verification, and the use of open, published standards like USB 2.0 or NATO STANAGs to avoid proprietary pinouts. Interested respondents, including both U.S. and non-U.S. firms, must submit their responses by 12:00 PM Eastern time on October 22, 2026. Submissions must not exceed 35 pages and must include a completed technical questionnaire and a requirements compliance matrix using specific compliance codes. Under NAICS code 541512, the government is seeking information on company size, ownership status, rough order of magnitude cost estimates, and the ability to comply with FAR limitations on subcontracting and the Non-Manufacturer Rule.

The selected provider will be responsible for the full lifecycle of the solution, including software subscriptions, configuration, data conversion, integrations, testing, training, and ongoing maintenance. Key functional requirements include benefits administration with carrier connections, ACA support, recruiting, onboarding, performance management, and mobile-enabled employee and manager self-service. The project emphasizes data ownership, security, and legal compliance, with a requirement for the contractor to provide a realistic implementation schedule and a five-year total cost of ownership analysis. Award will be based on the best value rather than the lowest price, utilizing a 100-point scoring system that prioritizes functional alignment, implementation approach, technical architecture, and user experience. Proposals must be submitted by November 23, 2026, via email or USB flash drive, and must include specific certifications such as E-Verify affidavits, a non-collusion affidavit, and a drug-free workplace certification. Payment is tied to the acceptance of deliverables and milestones, which require written confirmation from the City's authorized project manager. Solicitation # 2027-006-RFP
The Sanford Airport Authority is soliciting proposals under RFP 2027-006 for the implementation and support of an Airport Digital Twin Platform at Orlando Sanford International Airport. The objective is to establish a long-term, open, and standards-based digital twin ecosystem that integrates various independent operational, maintenance, and facility systems into a common operational environment.
