RFP Concrete Pipes and Structures

The City of Fort Worth is soliciting proposals under RFP 26-0144 to establish an as-needed agreement for the supply of reinforced concrete pipes and precast structures for the Transportation and Public Works Department. The contract encompasses the provision of ASTM-compliant concrete pipes, pipe fittings, and safety end treatments, specifically requiring the use of Henry Ram-Nek RN103 joint sealant or an approved equal. Deliveries are to be made FOB Destination to the North and Southside Service Centers within 30 calendar days of a purchase order. The agreement features an initial one-year term with four optional one-year renewals. Proposals will be evaluated based on a best-value trade-off methodology, with the highest weight placed on a 30 percent Small Business Utilization Goal, followed by responsiveness and communication, product quality and specifications, and cost. Submissions must be made electronically via the Euna Portal by April 2, 2026. Required documentation includes a detailed questionnaire, a Small Business Utilization Form, a W-9, and a deviation form for any exceptions to the draft Vendor Services Agreement. All products must be clearly marked with manufacturer identification, class, and date of manufacture, and are subject to inspection by the City upon arrival at the destination.
