RFP - ENGINEERING & MANAGEMENT SERVICES - STEEL NATURAL GAS MAIN REPLACEMENT

The City of Monroe, Georgia, is soliciting proposals from professional licensed services firms to provide comprehensive engineering, design, and management services for the replacement of approximately 3.5 miles of pre-code ineffectively coated steel natural gas main with new polyethylene main. The scope of work encompasses a design and bidding phase, permitting, contractor procurement, resident construction inspection, and project management. Additionally, the selected consultant will be responsible for the administration of the Natural Gas Distribution Infrastructure Safety and Modernization (NGDISM) Grant, including the completion of reporting requirements and the processing of reimbursement requests through the USDOT Delphi eInvoicing System. All work must comply with Pipeline and Hazardous Materials Safety Administration (PHMSA) requirements and applicable pipeline safety laws, ensuring the existing gas system remains operational throughout construction. Proposals are due by October 29, 2026, at 2:00 pm and will be evaluated on a 100-point scale, with potential for an additional 20 points via an optional interview. Evaluation criteria prioritize project approach and deliverables, technical experience, team qualifications, schedule, and cost. The contract will be awarded to the highest-scoring responsive firm on a not-to-exceed price basis. Awardees must adhere to strict federal regulations, including Buy America requirements, non-discrimination assurances under Title VI of the Civil Rights Act of 1964, and prohibitions on certain telecommunications equipment. The consultant is required to provide a dedicated project team, including a Project Manager, Lead Engineer, and Resident Project Representative.
