26-0112-2 (Phase I - President Street Grade Separation - Re-Solicitation)

Chatham County, Georgia, is soliciting Statements of Qualifications from GDOT-prequalified consulting firms to provide engineering design services for the President Street Grade Separation Project in Savannah. The scope of work involves designing a grade-separated crossing for East President Street over the Bilbo Canal and the CSX Railroad, widening East President Street east of the railroad crossing, and reconstructing the Truman Parkway interchange into a single signalized Green-T intersection. The project will be executed in four phases: Concept Development and Environmental Documentation, Preliminary Engineering, Right-of-Way Plans, and Final Design. Deliverables include comprehensive construction plans for drainage, utilities, and lighting, as well as the implementation of ADA-compliant Complete Streets features. The selection process is a Quality Based Selection divided into two phases. Phase I focuses on shortlisting firms based on the qualifications of the Project Manager and Key Team Leaders, the prime consultant's experience with similar projects, and resource capacity. Phase II evaluates finalists on their technical approach, mitigation strategies for project challenges, and commitment to MBE/WBE/DBE utilization. Proposals are due by October 21, 2026. The resulting contract will be subject to strict federal and state regulations, including the Davis-Bacon Act, Title VI of the Civil Rights Act, and the Georgia Security and Immigration Compliance Act. The county intends to negotiate the final contract price with the selected respondent.
