RFP - English Harbour West Line 1 Re-Route Line Construction

Newfoundland Labrador Hydro has issued Request for Proposal 2026-109616 MG for the construction of a re-routed distribution line in English Harbour West. The project involves the re-routing and reconstruction of approximately 21.4 km of existing distribution line from the EHW Terminal Station to structure P526, with the new alignment positioned closer to the roadway to improve system stability and maintenance access. The scope of work includes the installation of approximately 395 poles, 477 kcmil primary conductors, and 4/0 neutral conductors, utilizing a minimum of Class 2 wood poles and adhering to weather-hardening design standards. Key activities encompass the transportation, erection, and backfilling of poles, as well as the installation of associated hardware. The procurement process utilizes a weighted scoring system of 100 points, where 70 points are allocated to pricing and 30 points are split between experience, qualifications, and safety records. Bidders must meet minimum performance thresholds in non-price categories to be considered. Mandatory submission requirements include a comprehensive Personnel Certification Matrix in Excel format and compliance with Bill S-211 regarding forced and child labour. Proposals must be submitted electronically by September 25, 2026, at 3:00 PM local time. The contract requires the use of electronically verifiable digital bonds and specific insurance coverages, including a two-year maintenance period for claims-made policies.
