Scope: The City of Murrieta is seeking proposals from qualified consulting firms to evaluate the potential annexation of an area located within the City’s existing sphere of influence and to provide professional services related to the processing of a potential annexation application through the Riverside Local Agency Formation Commission process.
The evaluation area is generally located along the City’s northeastern boundary and includes areas currently within the City’s sphere of influence. One of the primary purposes of the evaluation is to assess the long term feasibility and fiscal sustainability of extending municipal services to the area, including public safety services associated with the future construction and operation of Fire Station No. 6. The future station is currently planned at the former park and ride facility near Clinton Keith Road and Winchester Road and is intended to support long term fire and emergency response needs in the surrounding area.
The selected consultant will be expected to assist the City in evaluating the fiscal, operational, infrastructure, governance, and service delivery impacts associated with annexation, including coordination with affected agencies and stakeholders. Services may include feasibility analysis, fiscal and revenue modeling, infrastructure and service assessments, evaluation of existing and future public safety service demands, environmental review support, preparation of required LAFCO application materials, public outreach assistance, and support throughout the annexation review and approval process.
