RFP for QUALCO Anerobic Digestor Expansion

The Tulalip Tribes and Qualco Energy Corporation are seeking a consultant to support the design, installation, and commissioning of a 1-million-gallon complete-mix anaerobic digester expansion in Monroe, Washington. This project aims to increase the capacity of the existing plug-flow digester and includes technical requirements for biogas handling, such as a dual-membrane gas holder roof, moisture removal, and H2S scrubbing. The scope also encompasses the integration of new influent pumping stations with grit removal, the procurement of a Boerger separator and manure handling equipment, and the integration of all new systems into the existing centralized plant SCADA system. The project is funded in part by a Washington State Department of Commerce grant totaling 4,650,000 dollars, with an additional match commitment of 850,000 dollars. The design phase is expected to be fully underway by May 2026 and continue through the end of the year, with construction anticipated to begin as early as February 2027. Proposals will be evaluated based on the consultant team's expertise in anaerobic digester projects, their proposed project approach, staff qualifications, and Native American Owned Business status, as well as mandatory scored sections regarding emissions and waste reductions. Selected consultants must be licensed engineers in the State of Washington and comply with state prevailing wage laws and Climate Commitment Act funding requirements.
