RFP for Video Production Services

Washington County is soliciting proposals for a contractor to produce 12 recruitment videos, each between one and two minutes in length, to showcase various county departments, workplace culture, and DEI initiatives. The scope of work encompasses pre-production, six days of on-site filming at locations including the Government Center, Public Works North Shop, and R.H. Stafford Library, and full post-production. Final deliverables must include English closed captions and be provided in multiple digital formats such as .mov, .wmv, and .mp4 for use on the county website and social media platforms. Proposals are due by October 4, 2024, and will be evaluated using a trade-off approach based on the contractor's understanding of requirements, qualifications, references, and cost. The selected contractor must adhere to strict compliance standards, including the Minnesota Government Data Practices Act and OSHA safety regulations. Insurance requirements include Commercial General Liability and Automobile Liability coverage of 1.5 million dollars per occurrence and 3 million dollars aggregate, with the county named as an additional insured. Additional contractual obligations include a prohibition of firearms on county premises, a requirement for contractors to sign in and wear photo badges while on-site, and a mandate to retain all contract-related records for six years. Payments will be issued via ACH, check, or Virtual Credit Card, and the contractor is required to pay any approved subcontractors within 10 days of receiving payment from the county.
