This pre-solicitation notice is posted to publicize the Government's intent to issue a Firm Fixed Price contract to a HUBZone small business who exhibits the required technical capabilities, prior experience, and price to provide personnel with the technical experience needed to support the development of ground combat, aviation, munitions, and soldier systems target geometry for a period of three (3) years. The Survivability/Lethality Analysis Directorate (SLAD) of the U.S. Army Research Laboratory (ARL) is the Army's focal point for survivability, lethality, and vulnerability (SLV) analysis and expertise. SLAD conducts the necessary investigations, simulations, laboratory/field experiments, and analyses to quantify the SLV of combat, combat support, and combat service support systems when faced with various battlefield threats such as ballistic, electronic warfare, information warfare, and non-ballistic threats, namely, chemical/biological/radiological/nuclear contamination. The Government intends to release a solicitation for the continuing development of ground combat, aviation, munitions, and soldier systems target geometry. The effort includes various methods for applying major editing and/or mending techniques of Computer-Aided Design (CAD) geometry, developing geometry, and converting existing commercial geometries provided by various sources. The selected Contractor will perform tasks requiring the application of established analysis methods, practices, and techniques. The work ranges from specific tasks to complex work for which guidelines and precedents are usually applicable, but interpretation and analysis may be required. Assignment characteristics include gathering, researching, verifying and analyzing facts; skilled use of Pro-Engineer/Creo major editing and mending techniques and use of CAD conversion tools and techniques for use in the ballistic vulnerability/lethality (V/L) analysis field. The intent of this Pre-Solicitation is to inform interested offerors' that this requirement will be solicited as a Hub-Zone Small Business Set-Aside under NAICS Code 541330. The anticipated release date of the solicitation is November 11, 2015. This solicitation will be issued in electronic format only. RF Sensor Network Design & IntegrationThe contract involves the design and integration of a multi-domain RF sensor network specifically engineered to detect and characterize frequency-agile unmanned aerial systems. This effort requires advanced signal processing capabilities to identify, track, and classify UAS threats in complex electromagnetic environments, with an emphasis on real-time situational awareness and adaptive response. The solution must be scalable, ruggedized for field operations, and capable of seamless operation across multiple domains including ground, air, and potentially space-based platforms. Deployment planning is a critical component, ensuring the network can be rapidly installed and configured in diverse operational terrains with minimal logistical footprint. The system must interoperate with existing military command, control, communications, and intelligence systems to feed actionable data into broader defense architectures. Performance requirements include high sensitivity to low-power signals, resistance to jamming and spoofing, and the ability to function autonomously in contested or denied environments. The work is to be performed in West Fork, Arkansas, under a subcontract arrangement with the Department of Defense, leveraging NAICS code 334511 for electronic component and product manufacturing.
