RFP- Janitorial Services

The Town of Black Mountain is soliciting proposals for professional janitorial services to be performed after business hours at various town facilities, including Town Hall, the Police Department, and Recreation Offices. The scope of work involves daily and weekly cleaning tasks such as sanitizing high-touch surfaces, waste removal, floor maintenance, and restroom sanitation. The selected contractor must provide all necessary commercial-grade equipment and supplies, maintain a quality control program, and ensure strict compliance with North Carolina OSHA regulations and E-Verify requirements. The contract term is for one year, beginning July 1, 2025, and ending June 30, 2026, with the option for up to four additional one-year extensions based on performance. Proposals must be submitted by mail or hand delivery to the Town of Black Mountain by 2:00 PM EST on May 28, 2025. A mandatory facility tour will be held on May 7, 2025, at 9:00 AM EST; failure to attend will disqualify the bidder. Evaluation is based on a trade-off process considering qualifications, experience, previous performance, and acceptance of contract terms. Key requirements include maintaining specific insurance minimums of $1,000,000 per occurrence and $2,000,000 aggregate, ensuring all staff wear identification badges, and adhering to strict key control protocols. The Town encourages participation from Historically Underutilized Businesses, including those owned by minorities, women, and disabled individuals.
