RFP No. 2026-SIRAC-001 LOCAL GOVERNMENT TREATY REPRESENTATIVE AND ADVISORY SERVICES

The District of Sooke, acting on behalf of the South Island Reconciliation Advisory Committee and its member municipalities including the Capital Regional District, is seeking a consultant to serve as a local government representative in provincial-First Nations treaty and reconciliation negotiations on the South Island. The consultant will participate as a member of the provincial negotiating team at the Te’mexw Treaty table, providing guidance and advocacy on matters of local government interest, while also facilitating communication between the treaty table, SIRAC, participating municipalities, and the CRD. Responsibilities include coordinating SIRAC meetings, keeping members informed of developments at the treaty table, and seeking input on key issues as they arise, functioning as a vital link between provincial discussions and local government perspectives. This is an as-and-when-needed position with no guaranteed minimum hours, though the former consultant averaged 15 to 20 hours per month, with significant fluctuations expected based on the pace of treaty and reconciliation activities. The anticipated annual budget for this engagement is between $40,000 and $60,000. The role requires deep familiarity with regional governance structures, experience in Indigenous relations and treaty processes, and the ability to work collaboratively with both Indigenous and government stakeholders. Proposals are due by July 6, 2026, and the solicitation is being managed by the District of Sooke through the Canadian government’s procurement portal.
