The District of Sooke (“District”) seeks a consultant to represent local government interests in provincial-First Nations reconciliation and treaty table discussions in the South Island region.The District is conducting this RFP on behalf of the member municipalities of the South Island Reconciliation Advisory Committee (“SIRAC”), an unincorporated group made up of participating member municipalities and the Capital Regional District (“CRD”). The consultant will work closely with the Chair of SIRAC and the committee as a whole.The successful proponent will attend Te’mexw Treaty table discussions as a member of the provincial negotiating team and provide input to the Province on local government matters and interests, as well as coordinating SIRAC meetings, keeping SIRAC members informed of treaty and reconciliation table discussions, and seeking input on critical path items. The role is a conduit for information sharing between the provincial-First Nations tables, SIRAC, the participating local governments and the regional district.This is an “as-and-when needed” opportunity with no guaranteed minimum. Anticipated annual hours as reported by the former consultant are 15 to 20 hours per month. The hours required may fluctuate significantly depending on treaty and reconciliation activities. Anticipated financial spend is between $40,000 and $60,000 per annum.
