RFP No. 2026-SIRAC-001 LOCAL GOVERNMENT TREATY REPRESENTATIVE AND ADVISORY SERVICES

The District of Sooke is seeking a consultant to represent local government interests in provincial-First Nations reconciliation and treaty negotiations within the South Island region. This contract is issued on behalf of the South Island Reconciliation Advisory Committee (SIRAC), which comprises member municipalities and the Capital Regional District. The appointed consultant will collaborate closely with the SIRAC Chair and members, acting as a key liaison by participating in Te’mexw Treaty table discussions as part of the provincial negotiating team. They will provide local government perspectives, facilitate communication among SIRAC members, keep stakeholders informed of developments, and gather input on critical issues throughout the treaty and reconciliation processes. This engagement is offered on an as-needed basis with no guaranteed minimum workload. Previous experience suggests a commitment of 15 to 20 hours per month, though this may vary depending on the progression of treaty and reconciliation activities. The anticipated contract value ranges between $40,000 and $60,000 annually. The consultant’s role is vital for ensuring effective information flow between provincial treaty tables, First Nations, and local governments, supporting informed decision-making and cooperation across all parties involved. The closing date for proposals is July 6, 2026.
