The Columbus Consolidated Government and the Columbus-Phenix City Transportation Study are seeking a qualified consultant team to conduct a comprehensive master study evaluating the existing trails and sidewalks throughout the city of Columbus, Georgia. The objective is to assess current conditions, identify gaps in connectivity, evaluate safety concerns, and develop actionable recommendations to enhance the pedestrian and bicycle infrastructure network in alignment with public transit corridors. All proposers must be prequalified by the Georgia Department of Transportation and must adhere strictly to GDOT’s Project Development Process, Design Policies, and Environmental Procedures Manual, as well as current software standards approved by the project manager. The work must fully comply with ADA accessibility standards and applicable federal, state, and local regulations including the Davis-Bacon Act, Clean Water Act, and OSHA requirements. Proposals must be submitted electronically via DemandStar by May 22, 2026, at 5:00 PM Eastern Time, in two separate files: a Technical Proposal and a separate Cost Proposal, with failure to comply resulting in disqualification. The evaluation is conducted on a qualifications-based selection basis, prioritizing technical approach, project team experience, workforce capacity, and past performance, with no consideration of price during the selection phase. Mandatory submissions include a detailed service plan (up to 4 pages), organizational chart, commitment tables for key personnel, certifications for legal compliance and conflict of interest, E-Verify affidavit, insurance documentation, and area class summaries—all formatted as specified and subject to strict page limits. The contractor will operate under a firm fixed price lump sum contract after selection and is required to indemnify the City, maintain required insurance coverage, and submit to inspection and acceptance by the City’s Purchasing Division.
